About the Organisation
Since 1996, we have been formally called the Makerere University –Johns Hopkins University Research Collaboration after the US investigators moved from Case Western Reserve University to Johns Hopkins University.
In 1988, we started as a collaboration between researchers from Makerere University in Kampala and Case Western Reserve University in USA. Our founders were the late Prof. Francis A. Mmiro, the late Prof Christopher M. Ndugwa, Prof. Brooks Jackson and Prof. Laura Guay.
The Makerere University clinicians working at Mulago Hospital were seeing increasing numbers of patients with AIDS (“slim disease”), including infected pregnant women and babies; and the U.S. university investigators brought external funding, laboratory technology and other research endowments to help support the planned research activities.

Job Description
Ensure that a transparent and responsive procurement process is implemented and maintained.
Duties and Responsibilities
Implement procurement as per approved MU-JHU guidelines, policies & procedures. This includes primary responsibility in coordination and facilitation of the procurement requirements, sourcing of quotations, organize and recommend appropriate selection procurement process, creation of Purchase Orders, Development and formulation of purchasing procedures and practices as required.
Ensure that a transparent and responsive procurement process is implemented and maintained.
Ensuring that all procurement is done at the best value possible, while maintaining the quality of the product.
Maintain Vendor information for regularly purchased items and be informed of current local market trends.
Provide advice and guidance to users on procurement matters, and coaches users on relevant processes (i.e. User specifications, Requests for Proposals (RFP), Requests for Quotations (RFQ), bid evaluation criteria other competitive procurement tools) to ensure user needs are met to ensure MU-JHU obtains best value, and to ensure procurement processes are transparent
Prepare monthly summary reports on the procurement (e.g. monthly score cards), identifying problems in operations and solutions proposed. Work closely with the disposal committee to ensure that disposal procedures for physical inventory are followed. Maintain a centralized filing system for all procurement related source documents – both hard copies and electronic copies
Adhere to attain set timeline in procurement of Goods/ services procured as per MU-JHU procurement policy/guidelines and best practice.
Monitor contracts and vendor performance and consult with vendors and/or user departments to implement corrective action when required.

Qualifications and Competencies
Required Qualifications and Experience:
Candidate must possess a minimum of a Bachelor’s degree in Procurement, BSc degree in supply chain management or equivalent from a reputable institution of higher learning. A relevant professional qualification such as CIPS would be an added advantage. NIH/USAID and other donor regulations certifications in procurement are an added advantage. At least a minimum of 2 years’ work experience in Procurement, Stores and Logistics in a similar role from a related research/medical oriented organization/company. Knowledge of Procurement regulations both national and international to promote compliance is required while familiarity with US government Procurement regulations is an added advantage. We seek a motivated professional who possess high level professional integrity with the ability to work independently, demonstrating good judgment. Strong analytical, negotiation, and presentation skills with the ability to work comfortably at tactical operation levels with excellent communication and computer skills and good interpersonal relationships.
