Overview:The UCF Procurement & Fleet Manager role is a full-time, Kampala-based position for the project entitled "Supporting New and Existing Community Conservancies, Adjacent Parks and Forests in the Kidepo Turkana Landscape of Uganda and Kenya.” This three-year project is funded by the EU’s NaturAfrica programme for biodiversity and livelihoods in Africa, which was launched in 2021 to support large-scale, inter-regional conservation approaches focusing on Key Landscapes for Conservation and Development (KLCD). The project primarily focuses on the Karamoja and Turkana transboundary meta-landscape and is implemented by the Northern Rangelands Trust (NRT) of Kenya, as the Lead Agency, in partnership with the Uganda Conservation Foundation (UCF), the Uganda Wildlife Authority (UWA), and the National Forest Authority (NFA) of Uganda.

The project aims to:

  • Strengthen capacity for inclusive conservation management, planning, and implementation by improving the capability of state agencies responsible for managing wildlife and forests in protected areas, and establishing community conservancies to restore ecological connectivity across the landscape.

  • Enhance access to equitable and sustainable green economy livelihood opportunities for all community members through the development of community-driven enterprises governed by the community conservancy process.

  • Strengthen capacity for land-use governance and natural resource management by protecting human rights and enabling structured communication and dispute resolution forums between adjoining community conservancies to mitigate and solve land-use and natural resource management conflicts.

For this role, 50% of the UCF Procurement & Fleet Manager’s time will support UCF’s project implementation procurements and fleet management for this EU NaturAfrica Project, while the remaining 50% will support UCF’s other programmes. The role may require frequent upcountry travel.

UCF and Partner Organizations:

  • NRT is a membership organization owned and led by 46 Community Conservancies across northern and coastal Kenya and now north-eastern Uganda. These conservancies support the management of community-owned land for improving livelihoods.

  • UCF is a not-for-profit organization in the UK and Uganda, supporting Uganda Wildlife Authority to safeguard Uganda's natural heritage through wildlife conservation, park recovery, and community development initiatives. UCF has led recovery programmes in Murchison Falls, Queen Elizabeth, and Kidepo Valley National Parks.

  • UWA is a semi-autonomous government agency responsible for the conservation and management of Uganda’s wildlife, managing 10 national parks, 12 wildlife reserves, 5 community wildlife management areas, and 13 wildlife sanctuaries.

  • NFA manages Uganda’s central forest reserves on a sustainable basis, supplying forestry products and services to the government, local communities, and the private sector. NFA manages 506 central forest reserves, aiming to improve the sustainable management of these reserves and provide quality forestry products and services for Uganda’s socio-economic development.

Purpose & Scope of the Role:

The Procurement & Fleet Manager will oversee UCF’s fleet management (including managing drivers, vehicles, servicing, and fuel) and the procurement of operational goods, materials, works, and services for the project, in line with UCF’s procurement policy. They will manage the supply chain, negotiate contracts, and ensure efficient, compliant, and cost-effective procurement processes.

How to Apply

Procurement & Fleet Management:

  • Develop sourcing strategies aligned with UCF's project portfolio.

  • Prepare plans for purchasing equipment, services, and supplies.

  • Develop and implement procurement strategies and policies.

  • Prepare budgets, cost analyses, and procurement reports.

  • Schedule regular maintenance for all vehicles.

  • Coordinate and manage drivers to ensure adherence to schedules and UCF's vehicle policies.

  • Provide reports to management on budgeting, schedules, maintenance, and fleet progress.


Product/Service Evaluation and Supplier Performance:

  • Review, compare, analyze, and approve products and services for procurement.

  • Prepare bidding and solicitation documents for required procurements.

  • Evaluate and select suppliers based on quality, cost, and reliability.

  • Draft service level agreements for suppliers and continuously evaluate their performance against set standards.

  • Address supply chain risk during procurement planning and work with budget holders to mitigate risks contractually and through supplier relationships.


Needs Assessment and Collaboration:

  • Collaborate with UCF’s internal and external stakeholders to determine procurement needs, quality, and delivery requirements.

  • Coordinate all purchases based on organizational and project requirements.


Financial Control and Reporting:

  • Review inventory and update as required.

  • Keep appropriate records and conduct biannual asset stock-takes.

  • Work with the accounts department to ensure up-to-date asset registers.

  • Ensure compliance with organizational policies and support organizational and project requirements.

  • Relevant University Degree.

  • CIPS qualification is an added advantage.

  • At least five years’ experience in running public and private sector procurements.

  • Experience in commercial negotiation, including contract management.

  • Comprehensive understanding of public procurement law and contracts.

  • Strong analytical and numerical skills, with the ability to evaluate bidders’ costs and identify potential issues and risks.

  • Excellent literacy and written communication skills for drafting procurement literature or proposing contract variations.

  • Good verbal communication and presentation skills, including the ability to explain technical matters to a non-technical audience.

  • Ability to create, update, monitor, and re-prioritize procurement schedules across the organization.

  • Ability to work independently and as a member of a team.
