About the Organisation
The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).

Job Description
Job Title: Principal Investigations Officer
Department: Enforcement and Field Operations
Reports To: Manager, Environment Protection Force
Supervises: Senior Investigations Officer
Salary Scale: NEMA E3
Number of Positions: 01
Duty Station: Uganda
Main Purpose of the Job
To lead the planning, coordination, and execution of investigations into environmental crimes in Uganda. The role ensures proper case management, supports effective prosecution, and works to deter environmental offenses through strategic enforcement.
Duties, Roles and Responsibilities
Manage all environmental crime investigations in collaboration with the Legal Division.
Prepare comprehensive case files and follow up with prosecutorial authorities.
Represent NEMA in court proceedings by providing relevant evidence.
Develop strategic plans for managing environmental crime investigations nationwide.
Conduct crime scene visits to support the tracking, arrest, and prosecution of suspects.
Ensure proper collection, handling, and submission of exhibits to court.
Collaborate with intelligence and law enforcement agencies to combat environmental crime.
Support legal proceedings and the prosecution of environmental offenders.
Prepare and implement quarterly work plans and performance reports for the investigations unit.
Supervise and conduct performance appraisals of staff within the unit.
Perform any other official duties as assigned by the supervisor.
Qualifications, Education and Competencies
Academic Qualifications
Bachelor’s Degree (Honors) in Law, Psychology, Criminology, Environment and Natural Resources, Social Sciences, Natural Sciences, Development Studies, or Business Administration from a recognized institution.
Master’s Degree in any of the above fields from a recognized university or institution.
Additional Requirements
Military training and formal investigation service training are mandatory.
Valid Certificate of Good Conduct issued by Interpol.
Experience
Minimum of six (6) years of professional experience in crime investigation.
At least two (2) years must have been served at the Senior Officer level in a reputable organization.
