1.0 Invitation for Applications
The Public Service Commission invites applications from suitably qualified serving Public Officers in Ministries and Local Governments who have been duly appointed and confirmed by the relevant Service Commissions. All applications must be submitted online through the e-recruitment portal no later than Monday, 3rd November 2025.
Duties, Roles and Responsibilities
The successful candidate will report to the Assistant Commissioner – E-Services, and will be responsible for:
Advising management on communication strategies and platform use
Planning and overseeing information dissemination, PR programs, and open government sessions
Coordinating public education initiatives, press briefings, and publications
Conducting risk assessments and implementing crisis communication plans
Ensuring quality assurance of content intended for media and public distribution
Designing frameworks for public information and communication management
Overseeing production of information, education, and communication materials (e.g., brochures, newsletters)
Preparing departmental work plans, budgets, and performance reports
Supervising and appraising staff
Performing any other duties assigned by management
Qualifications, Education and Competencies
Minimum Academic Qualifications
Applicants must:
Be Ugandan citizens.
Hold an Honours Bachelor’s Degree in:
Mass Communication
Journalism
Communication Studies
Public Relations
Hold a Master’s Degree in:
Journalism and Multimedia
Strategic and Corporate Communication
Or any of the above fields
Possess a professional qualification from the Chartered Institute of Public Relations (CIPR).
Experience Required
Applicants must have at least six (6) years of relevant experience, with at least three (3) years served at the level of Senior Communications Officer in Government.

d) Print an extract of PS Form 3 (2008), obtain a recommendation from your Responsible Officer, scan and upload it with the rest of the documents.
e) If you are unable to get a recommendation, you may still submit your application but must clearly explain the reason in your application.
