Job Description
Job Title: Planning Officer
Organisation: Atomic Energy Council
Duty Station: Kampala, Uganda
Job Summary: To coordinate and implement corporate, strategic and operational planning processes for the Atomic Energy Council ensuring that all activities, programs and resources are aligned with national priorities and AEC Institutional mandate for effective regulation of applications of Atomic Energy.
Duties, Roles and Responsibilities
Participate in the preparation of annual and multi-year budgets in line with approved plans.
Participate in the development of the strategic plans and annual work plans.
Participate in the coordination of planning activities across departments to ensure coherence and synergy of regulatory programs.
Assist in managing Financial Risks.
Assist in conducting Mid-term assessments of the Strategic Plan and Annual work plans.
Participate in the development of Planning and performance management manuals.
Participate in the collection, analysis and interpretation of statistical data on nuclear and radiation regulatory activities.
Participate in the preparation of policy briefs, issue papers and technical reports.
Align institutional planning with national development plans (e.g NDP IV), Energy Policy and Mandate of the Atomic Energy Act Cap.154.
Facilitate participatory planning involving management, departments and external stakeholders.
Participate in the development and monitoring of key performance indicators (KPIs) for assessing progress towards institutional goals.
Conduct cost-benefit and efficiency analysis to inform decision making and prioritization.
Participate in the generation of data for reporting to MDAs, National and International partners and other oversight Agencies.
Participate in the design and operationalization of a Monitoring and Evaluation framework to track implementation of the Strategic Plan, work plans and regulatory programs.
Conduct impact evaluations of regulatory interventions and recommend improvement actions.
Analyze performance trends and provide management with evidence based recommendations.
Participate in the engagement with MDAs, Development Partners and the IAEA to align institutional plans with national and international frameworks
Prepare consolidated quarterly and annual performance reports and input to the National Budget Framework Paper (BFP), Ministerial Policy Statements (MPS) and National Development Plans.
Participate in internal audits, peer reviews and management reviews to improve planning effectiveness.
Participate in training programs and workshops on regulatory performance, strategic planning and management systems.
Participate in the identification of training and capacity development needs for planning, M&E and data analysis within AEC.
Carry out Research and situational analyses to support policy and planning decisions.
Perform any other duties as may be assigned from time to time.
Qualifications, Education and Competencies
At least a Second Class Upper Bachelor’s degree in either Economics or Statistics or Planning or Business Administration or Project Management or Commerce or Accounting and Finance from a recognized and reputable university.
A Masters’ degree or Post Graduate qualification in Strategic Planning or Monitoring and Evaluation or Public Administration is an added advantage.
Experience or qualification in Nuclear science and technology is an added advantage.
Working Experience
At least two (2) years working experience as a Planning Officer in a reputable organization.
Key Competencies and Skills
Knowledge of strategic planning, budgeting and monitoring frameworks
Understanding of regulatory principles and IAEA Safety requirements
Proficiency in data analysis and use of planning software or Monitoring and Evaluation Systems
Strong analytical planning and organizational skills
Ability to work collaboratively across departments and with external partners
Integrity, objectivity and commitment to evidence based decision making
Excellent report writing, presentation and communication skills
Ability to make decisions.
Demonstration of personal drive and self-motivation,
Creative and innovative thinker.
Excellent interpersonal and team building skills
Ability to work independently under minimal supervision
Knowledge of the Atomic Energy Act Cap.154, the Regulations thereunder, the Government of Uganda Planning and Budgeting Frameworks and IAEA Safety Standards.
Age: 21-30 years
