The USAID Local Partner Health Services – Kigezi & Lango Activity is a public health project implemented by the Joint Clinical Research Centre (JCRC). Job Description
The Operations Manager will lead the operations function, ensuring effective implementation of systems for logistics, procurement, fleet management, asset control, administration, and IT. This position supports the project’s strategic goals by planning and managing operational resources in collaboration with finance and project supervisors. The role includes ensuring compliance with internal controls, optimizing operational workflows, overseeing procurement procedures, asset and fleet tracking, and supporting operational budgeting. The Operations Manager will also mentor support teams and contribute to project planning and risk management.
Duties, Roles and Responsibilities
Provide strategic leadership and day-to-day management of project operations
Develop efficient systems for vehicle, motorcycle, and fuel usage
Lead compliance, risk management, and timely reporting for operational activities
Implement and enforce JCRC’s management systems and controls
Prioritize operational tasks and allocate resources to achieve project objectives
Contribute to strategic planning and growth of the program portfolio
Build the capacity of operations staff and guide their career development
Oversee procurement to ensure compliance with JCRC and donor guidelines
Coordinate resource planning for upcoming operational needs
Guide staff on operational roles and responsibilities
Supervise fleet management: maintenance, fuel tracking, scheduling
Maintain updated asset registers and investigate missing items
Plan and budget for operational activities in collaboration with project teams
Ensure property safety and proper use of office assets
Oversee stores and stock management, including periodic stock counts
Perform other duties as may be assigned from time to time

Qualifications, Education and Competencies
Bachelor’s degree in Business Administration, Finance, Accounting, or related field (Master’s degree preferred)
Minimum 5 years’ experience in operations, finance, HR, or logistics, preferably in an NGO setting
Experience in project management, fleet and asset management, and procurement
Strong understanding of budgeting, financial systems, and compliance frameworks
Excellent computer skills, especially in MS Excel, Word, and Windows environment
Proven leadership, strategic thinking, and people management abilities
Excellent organizational, communication, and problem-solving skills
