Background
The International Labour Organization (ILO) is seeking a qualified candidate for the position of National Project Coordinator in Uganda. The position supports two major regional initiatives:
Better Regional Migration Management (BRMM) – Funded by the UK Foreign, Commonwealth & Development Office (FCDO).
Free Movement of Persons and Transhumance (FMPT Phase II) – Funded by the European Union (EU).
These projects aim to enhance labour migration governance, promote decent work for migrant workers, and support the implementation of IGAD regional migration and mobility frameworks.
Eligibility
Internal candidates: Per ILO Staff Regulations (Annex I, Paragraphs 31 and 32).

Duties, Roles and Responsibilities
The National Project Coordinator will lead the implementation of project activities in Uganda, including:
Coordinating and managing BRMM and FMPT activities in line with project plans and ILO regulations.
Providing technical and administrative support to partners, stakeholders, and implementing bodies.
Organizing training sessions, policy dialogues, workshops, and awareness-raising events.
Developing technical documents, including reports, training materials, and terms of reference.
Monitoring, evaluating, and reporting on project activities, outcomes, risks, and lessons learned.
Supporting advocacy and technical efforts related to the ratification and implementation of IGAD protocols.
Fostering collaboration among government agencies, social partners, and international stakeholders.
Promoting project visibility and contributing to knowledge management and communication efforts.
Qualifications, Education and Competencies
Education
Bachelor’s degree in development studies, economics, social sciences, or related field.
Experience
Minimum of 3 years in labour migration governance, policy implementation, or related areas.
Familiarity with regional migration dynamics, especially in East and Horn of Africa.
Experience working with government ministries (labour, foreign affairs, livestock), social partners, and migration organizations.
Project management experience, including grant compliance, partner coordination, and reporting.
Prior experience with UN agencies, particularly the ILO, is a strong asset.
Technical Knowledge
Deep understanding of labour migration, free movement, and transhumance.
Knowledge of socio-economic and labour market issues relevant to Uganda and the IGAD region.
Experience with capacity building, stakeholder engagement, and policy dialogue.
Languages
Excellent command of English (written and spoken).
Competencies
Strong project management and coordination skills.
Ability to build partnerships with diverse stakeholders.
Excellent written and verbal communication skills.
Ability to work independently and within teams.
Proven commitment to gender equality and diversity.
Proficiency in Microsoft Office applications and digital tools.

Appointment is made by direct selection under article 4.2(e) of the Staff Regulations.
Technical cooperation contracts are time-bound and may be extended based on performance, project needs, and funding.
