Job Title: Monitoring, Evaluation & Learning Officer

Duty Station: Kampala, Uganda
Job Summary: To monitor and evaluate all programmes to inform learning and adaptive management of the program and support with community engagements.
Duties, Roles and Responsibilities
Develop the Monitoring, Evaluation and Learning framework and related tools for effective Program implementation;
Prepare and monitor implementation of the annual work plans;
Monitor and evaluate all program activities, expenditures and progress towards achieving the Program output;
Collaborate the Program database with the other Partners’ related databases;
Co-ordinate periodic Program evaluation studies including mid-term and end-term review and consolidate learning from evaluation activities;
Implement monitoring frameworks to track progress and assess the impact of the Centre’s initiatives;
Monitor and evaluate Program Impact at Individual, Institutional and Ecosystem level;
Compile and analyze data related to program activities, and prepare accurate, timely reports to support decision-making, accountability, and continuous improvement;
Monitor, identify and report any safeguarding concerns that may arise during the Program implementation;
Qualifications, Education and Competencies
A Master’s degree in Development Studies or Social work and Social Administration or Business Administration or Economics or Statistics or Education or Management Studies from a recognized institution
A Postgraduate Diploma in Monitoring and Evaluation or Project Planning and Management from a recognized institution.
An Honour’s Bachelor’s degree in Development Studies or Social work and Social Administration or Business Administration or Economics or Statistics or Education or Management Studies from a recognized /institution
Experience
A minimum of 6 years’ relevant work experience, 3 of which should have been at the level of Assistant Monitoring, Evaluation & Learning Officer.
Competencies
Experience using diverse data analysis packages and database management systems.
Experience in implementing various programme evaluation approaches and methodologies.
Demonstrated adaptive management skills in using Monitoring, Evaluation & Learning tools.
Experience in synthesizing activity reports to inform adaptive learning
Proficiency in Microsoft Office and Google Suites and other digital tools.
