Position Overview
We are seeking a passionate and skilled Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to support our project in Moroto, Uganda. This role ensures high-quality implementation, monitoring, and learning across project activities, with a focus on accountability, results tracking, and data-driven decision-making.
Duties, Roles and Responsibilities
A. Program Design & Learning
Participate in needs assessments and participatory program design.
Document and share lessons learned aligned with Save the Children’s strategic learning agenda.
B. MEAL System Development
Support development of ToCs, logframes, M&E plans, and IPTTs.
Ensure data collection and reporting systems are functional and effectively used.
Lead data-driven reporting using PRIME and other tools.
C. Accountability Mechanism
Establish feedback and complaint systems for beneficiaries, including children.
Track and respond to feedback while maintaining an updated complaints database.
Integrate child safeguarding and ethical standards into all MEAL activities.
D. Integration of ICT in MEAL
Use digital tools (Kobo, ODK, etc.) for real-time data collection.
Support MIS and GIS integration for project tracking and reporting.
E. Learning & Knowledge Management
Facilitate program evaluations, reviews, and learning sessions.
Document best practices, changes, and impact; support learning agenda implementation.
F. Planning, Budgeting & Reporting
Contribute to MEAL budgeting and ensure timely activity execution.
Support planning and reporting processes across project teams.
G. Communication & Coordination
Build strong networks with local government and partner stakeholders.
Represent the project in MEAL-related platforms at the district level.
H. Capacity Building
Assess and strengthen MEAL capacity among project staff and partners.
Provide mentorship and training on MEAL tools and systems.
Qualifications, Education and Competencies
Required:
Bachelor’s degree in Statistics, Social Sciences, Development Studies, Computer Science, or related field.
Minimum 3 years of MEAL experience, preferably in Health, Nutrition, Livelihoods or related sectors within Uganda.
Proficiency in data collection tools (Kobo, ODK), and statistical software (SPSS, STATA, R).
Experience in working with local governments and partners in humanitarian or development contexts.
Desired:
Knowledge of Karamoja sub-region and local languages (e.g., Nga’karimojong).
Strong interpersonal, communication, and training skills.
Experience in digital platforms and virtual communication tools (e.g., MS Teams).
