Job Description
Managerial/Supervisory Responsibilities:
Develop and implement ICT strategies, policies, and operational plans in line with the Authority’s Strategic Plan.
Formulate departmental work plans and budgets.
Manage performance within the ICT department.
Prepare monthly, quarterly, and annual departmental reports.
Establish and maintain robust ICT infrastructure and information systems compliant with legal and regulatory requirements.
Coordinate the management of confidentiality, availability, and integrity of the Authority’s information systems.
Develop the Authority’s annual operating and capital budgetary requirements.
Review and manage the security of ICT infrastructure and information systems.
Implement and maintain business intelligence and information repository tools to support analytics for effective decision-making.
Develop implementation plans for ICT projects.
Prepare departmental board papers in liaison with the Senior Manager, ICT.
Implement board resolutions related to ICT.
Develop and implement effective disaster recovery and business continuity mechanisms.
Manage ICT departmental risks and performance.
Implement departmental quality management systems and standards.
Plan, analyze, and automate the Authority’s business processes and workflows.
Ensure continuous upgrades of the Authority’s business systems and applications.
Identify human resource needs for the department in liaison with the Senior Manager, ICT.
Prepare ICT-related procurement needs.
Organize auditing and compliance-related activities within the department.
Manage user support provision to the Authority’s directorates and departments.
Develop backup and security procedures to safeguard ICT installations, systems, and databases.
Plan and implement training programs for users on ICT systems.
Develop and implement mentoring, coaching, and appraisal programs for departmental staff.
Develop and implement standard operating procedures for ICT operations.
Validate and approve technical, systems, and user documentation.
Validate ICT equipment inventory and initiate replacements as necessary.
Review and recommend approval of feasibility studies and reports for systems implementation.
Coordinate the design and maintenance of LAN, VPN, and WAN.
Maintain ICT infrastructure, systems, and related services.
Liaise with other departments in implementing change management initiatives.
Validate and advise on new system changes before installation in the production environment.
Duties, Roles and Responsibilities

Ensure data security and compliance with legal and regulatory requirements.
Oversee ICT projects and their implementation.
Provide user support and training on ICT systems.
Manage departmental budgets and procurement processes.
Coordinate disaster recovery and business continuity planning.
Lead and develop the ICT team through mentoring and performance management.
Collaborate with other departments to implement change management initiatives.
Qualifications, Education and Competencies
Education:
Bachelor’s degree in Computer Science, Information Technology, or a related field.
Master’s degree in a relevant field is an added advantage.
Professional Qualifications:
Relevant ICT certifications (e.g., Cisco, Microsoft, ITIL) are desirable.
Experience:
Minimum of eight (8) years of relevant experience, with at least three (3) years in a managerial position.
Competencies and Skills:
Strong leadership and management skills.
Excellent strategic planning and organizational abilities.
Proficiency in ICT infrastructure and systems management.
Strong analytical and problem-solving skills.
Effective communication and interpersonal skills.
Knowledge of legal and regulatory requirements related to ICT.
Ability to manage projects and budgets effectively.
