Job Description
The Monitoring & Evaluation (M&E) Officer will support the Global Health Security (GHS) and Ebola outbreak response by designing and implementing robust M&E frameworks that ensure effective tracking, assessment, and reporting of project performance.
The M&E Officer will work closely with project teams, national health authorities, and district health departments to capture, analyse, and report data, ensuring that program activities are monitored in alignment with project objectives and deliverables.
Duties, Roles and Responsibilities
Develop M&E Frameworks and Tools:
- Design and implement M&E frameworks, logic models, and key performance indicators for monitoring the performance of response activities.
- Develop data collection tools (e.g. checklists, digital tools) to track key performance indicators (KPIs) and outcome measures.
- Ensure that M&E tools align with national and international standards for public health emergencies and disease outbreak responses.
- Conduct field visits to monitor project implementation in priority districts and assess progress toward project objectives.
- Track the performance of response interventions, surveillance, case management, contact tracing, and community engagement activities, providing feedback to inform real-time decision-making.
- Develop dashboards to generate periodic performance reports, scorecards
- Coordinate with project, regional and district teams to collect and compile project performance data, including data from Incident Management Teams (IMTs), District Task Forces (DTFs), and community health workers (CHWs).
- Ensure up-to-date training databases
- Conduct data validation and quality assurance checks to ensure data accuracy, completeness, and reliability
- Support the development and use of national surveillance and reporting platforms (e.g., eIDSR, Go.Data) to enhance data capture and reporting.
- Analyze quantitative and qualitative data to assess project progress against work plans and M&E indicators, providing insights into achievements, challenges, and gaps in implementation.
- Prepare regular progress reports, including project performance reports, donor reports, and activity briefs, ensuring timely submission to project management and relevant stakeholders.
- Document success stories, case studies, and lessons learned from the response and broader GHS activities to inform strategic decision-making and program improvements.
- Contribute to the preparation of M&E sections for proposals, concept notes, and other project-related documents.
- Train and support project staff, district biostatisticians, and other stakeholders on M&E principles, data collection techniques, and the use of M&E tools.
- Work closely with district and national health teams to build their capacity in data management, analysis, and utilization to strengthen their ability to respond effectively to outbreaks.
- Lead or support the implementation of project evaluations, including baseline assessments, mid-term reviews, and end-of-project evaluations.
- Collaborate with external evaluators and partners to assess the impact of interventions on public health outcomes and outbreak preparedness and response capacity.
- Ensure evaluation findings are disseminated to relevant stakeholders and used to inform future project designs and outbreak responses.
- Work closely with the Ministry of Health, national and regional Emergency Operations Centers (EOCs), districts and other partners to ensure data-sharing and coordination of M&E activities.
- Participate in national and district-level coordination meetings, including technical working groups and partner forums, to present M&E findings and provide recommendations for strengthening response activities.
