Position Summary
The Logistics & Security Manager will be responsible for overseeing logistics operations and security management for all War Child Canada programs in Uganda. Reporting to the Head of Finance and Operations, the role ensures compliance with organizational policies and donor requirements while maintaining high standards in procurement, fleet, asset, facility, and security management.
You’ll lead a team of administration officers and drivers, ensuring seamless logistical support and robust security protocols across all field and office operations.
Duties, Roles and Responsibilities
1. Logistics Management
Develop, update, and implement logistics policies, procedures, and systems in alignment with WCC standards.
Ensure all staff are trained and compliant with logistics protocols.
Provide proactive logistical support during project design, implementation, and closeout phases.
Facilitate staff and visitor travel arrangements, including transport, visas, accommodations, and airport pickups.
2. Procurement
Oversee procurement processes in full compliance with WCC and donor guidelines.
Ensure timely acquisition of goods/services with a focus on value for money.
Maintain complete documentation for each procurement transaction.
Manage supplier databases and conduct regular market assessments.
Track procurement requests and report monthly to the Head of Finance and Operations.
3. Asset Management
Supervise receipt, storage, and issuance of all supplies and equipment.
Maintain updated fixed asset registers and ensure quarterly inventories.
Ensure all assets are labeled, tagged, and tracked.
Set and maintain minimum stock levels for fast-moving items.
4. Fleet & Transport
Manage WCC’s vehicle and motorcycle fleet, ensuring they are roadworthy and meet safety standards.
Oversee contracts for hired transport and enforce compliance.
Monitor fuel consumption, maintenance, and usage records for all vehicles.
Maintain up-to-date documentation for each vehicle/motorcycle.
5. Facility Management
Oversee all premises (offices and staff accommodations), ensuring safety, cleanliness, and compliance.
Maintain updated lease agreements for all rented properties.
Ensure timely payment of utility bills and maintenance of office equipment.
6. Security & Safety
Monitor external security risks and provide regular updates to staff.
Develop and implement country-specific security and emergency plans.
Deliver safety training and represent WCC in security forums and coordination meetings.
7. Staff Supervision & Capacity Building
Supervise administrative staff and drivers.
Provide mentorship and guidance to enhance team performance.
Promote a learning culture and contribute to change management initiatives.
8. Other Duties
Support other tasks and responsibilities as assigned by the Head of Finance and Operations.
Qualifications, Education and Competencies
Essential Qualifications
Bachelor’s degree in Business Administration, Procurement, Logistics, Transport, or Supply Chain Management.
Minimum 5 years of progressively responsible experience in logistics and operations, preferably in an NGO or humanitarian context.
Strong understanding of procurement regulations, asset tracking, and fleet management.
Knowledge of security and risk management best practices.
Strong organizational and leadership skills.
Excellent communication skills in English (spoken and written).
Strong IT skills: MS Office (Excel, Word, Outlook, PowerPoint), internet research, etc.
Ability to work collaboratively and manage multiple priorities under pressure.
Desirable
Prior experience with international NGOs or charitable organizations.
Experience with logistics information systems and data reporting.
Willingness to travel to field locations, sometimes on short notice.
