Job Description
The Legal Officer is responsible for overseeing all legal operations at Garissa University College. This includes advising the University’s Management, Senate, and Council on legal issues, drafting and reviewing legal documents, representing the institution in legal proceedings, and ensuring legal compliance across all University operations. The officer will also assist the Vice Chancellor in providing Council secretarial services and interpreting key governance documents. The role involves a high level of accountability, discretion, and legal acumen to support the university’s strategic and operational needs.
Duties, Roles and Responsibilities
Oversee and coordinate all legal affairs of the University
Act as the Chief Legal Advisor to the Management, Senate, and Council
Assist the Vice Chancellor with Council secretarial duties
Advise on governance and compliance matters
Draft legal documents and contracts, and manage legal cases involving the University
Ensure all university policies, statutes, agreements, and frameworks are legally sound and compliant
Interpret legally binding documents such as collective agreements, terms of service, and MoUs
Advise on labor laws, regulatory obligations, and legal risks affecting the University
Qualifications, Education and Competencies
Bachelor’s degree in Law from a recognized university
Advocate of the High Court of Kenya with a current practicing certificate
Minimum of 3 years' experience in legal practice or a similar legal position
Certified Public Secretary (CPS–K) and member of ICPSK with a valid practicing license (added advantage)
Strong legal drafting, interpretation, and communication skills
Ability to work independently and provide sound legal advice under pressure
