Job Description
Position Title: Human Resource Manager
Reports To: Director of Operations – Uganda
Location: Kampala, Uganda
Position Overview
Building Tomorrow, an international nonprofit organization dedicated to advancing literacy and numeracy for all children, is seeking a skilled, strategic, and values-aligned Human Resource Manager to lead its human resources function in Uganda. Based in the Kampala Country Office, the HR Manager will oversee the design, implementation, and management of HR systems and policies that support a high-performing, inclusive, and mission-driven culture.
Reporting to the Director of Operations, the HR Manager will play a key leadership role in recruitment, onboarding, performance management, employee relations, compliance, and organizational development. The ideal candidate will be a proactive problem-solver with a deep understanding of HR best practices and labor regulations, capable of building and scaling HR infrastructure in a growing organization.
Duties, Roles and Responsibilities
HR Strategy & Organizational Development
Develop and implement a comprehensive HR strategy aligned with Building Tomorrow’s mission and growth.
Establish HR policies, procedures, and best practices that promote a positive, inclusive, and performance-driven workplace culture.
Provide strategic HR guidance to leadership, ensuring alignment between people operations and organizational objectives.
Participate in HR budgeting and facilitate HR-related events, trainings, and workshops.
Promote a values-driven organizational culture based on Building Tomorrow’s core principles: Unshakable Passion, Creative Ingenuity, Relentless Determination, and Collaborative Engagement.
Recruitment, Onboarding & Talent Management
Manage end-to-end recruitment processes in coordination with department leads.
Oversee the onboarding experience to ensure smooth integration of new team members.
Review and update job descriptions in partnership with department heads to ensure role clarity.
Design and implement career development programs, leadership pipelines, and succession plans.
Lead the performance management process, including regular evaluations, feedback systems, and development plans.
Introduce recognition initiatives and retention strategies that engage and motivate staff.
Deliver staff trainings on performance management, leadership, ethics, and workplace conduct.
Compliance & Risk Management
Ensure HR practices comply with Ugandan labor laws, donor regulations (e.g., USAID), and internal policies.
Conduct regular HR compliance audits, including payroll, contracts, and benefits administration.
Maintain and enforce policies related to safeguarding, harassment, occupational health and safety, and employee conduct.
Serve as a trusted advisor to leadership on labor risks, disciplinary actions, and HR legal matters.
HR Operations & Administration
Maintain and manage the HR Information System, including accurate staff data and secure records.
Administer payroll, leave tracking, and benefits in coordination with the finance team.
Monitor and promote a healthy, well-equipped working environment.
Generate HR reports, including monthly leave updates and staffing analytics.
Carry out other HR duties as assigned, contributing to a well-functioning and responsive HR function.
Qualifications, Education and Competencies
Bachelor’s degree in Human Resource Management, Business Administration, or Organizational Development. A Master’s degree or Postgraduate Diploma in HR Management is highly preferred.
Minimum of 5 years’ experience in HR management, preferably within NGOs or international development organizations.
In-depth knowledge of Ugandan labor laws, employee relations, and HR compliance practices.
Proven experience in recruitment, performance management, staff development, and workplace investigations.
Familiarity with donor requirements (especially USAID) is an asset.
Excellent interpersonal, communication, and conflict-resolution skills.
Proficiency in HR systems and Microsoft Office Suite.
Demonstrated ability to build trust and maintain confidentiality in a multicultural, team-based environment.
