Job Description

Human Resource and Administrative Assistant

Location: Seed Effect Uganda – Kampala, Uganda
Organization: Seed Effect Uganda (Christ-centered NGO focused on economic and spiritual development)

Role Overview:

The Human Resource and Administrative Assistant will provide vital support across HR and administrative functions to ensure smooth office operations and effective employee management. This role supports recruitment, onboarding, performance tracking, staff welfare, records management, procurement, logistics, and communication. The assistant collaborates closely with the HR Manager, department heads, and external partners to uphold organizational values and foster a positive workplace culture.

Duties, Roles and Responsibilities

Recruitment & Onboarding

  • Assist with job advertising, interview scheduling, and candidate communication.

  • Coordinate interview logistics and testing procedures.

  • Support new hire documentation and maintain organized HR records (physical and digital).

  • Facilitate staff onboarding and orientation in partnership with hiring managers.

  • Ensure timely issuance of staff IDs and onboarding materials.

Staff Records & HR Documentation

  • Maintain accurate personnel files, contracts, job descriptions, and appraisal records.

  • Track leave balances, performance milestones, and contract renewal dates.

  • Ensure confidentiality and secure storage of sensitive HR information.

  • Update HR tracking tools and calendars for recruitment, probation, and leave schedules.

Payroll & Benefits Support

  • Collect and verify attendance data for payroll processing.

  • Assist employees with payroll and benefits inquiries.

  • Support benefits enrollment and communications, including health insurance and retirement plans.

  • Monitor benefits usage and assist during open enrollment periods.

Training & Development

  • Coordinate logistics for training sessions (scheduling, venue, materials).

  • Help identify training needs through surveys and performance reviews.

  • Maintain training records and ensure compliance with mandatory programs.

  • Assist in evaluating training effectiveness via feedback and assessments.

Performance Management

  • Assist with performance appraisal scheduling and materials preparation.

  • Support managers in setting employee goals aligned with organizational objectives.

  • Track employee progress and remind managers of upcoming reviews.

  • Facilitate feedback sessions and help develop employee growth plans.

Staff Welfare & Engagement

  • Support wellness initiatives, devotionals, and team-building activities.

  • Monitor attendance and report wellbeing concerns to HR Manager.

  • Help coordinate staff engagement surveys and feedback sessions.

Office Administration & Management

  • Oversee day-to-day administrative operations ensuring efficiency.

  • Manage office supplies and equipment, ensuring availability and functionality.

  • Develop and maintain filing systems for easy document retrieval.

  • Assist with organizing company events, meetings, and minute-taking.

  • Provide general administrative support across departments, including data entry and report preparation.

  • Facilitate communication between field teams and headquarters.

  • Manage correspondence, contract preparations, and invitations.

  • Schedule meetings, appointments, and events.

Procurement & Logistics

  • Monitor office supplies and manage procurement processes.

  • Maintain inventory and coordinate maintenance of office equipment.

  • Arrange travel logistics for staff and visitors, including transport and accommodation.

Compliance & Policy Support

  • Ensure compliance with labor laws, HR policies, and organizational procedures.

  • Respond to routine staff queries about HR policies and benefits.

  • Support staff training on policies and procedures.

  • Stay updated on HR and administrative best practices.

Qualifications, Education and Competencies

Personal Specification:

  • A committed Christian with a personal faith in Jesus Christ and alignment with Seed Effect’s mission.

  • Bachelor’s degree in Human Resource Management, Business Administration, Organizational Psychology, or related field.

  • Minimum of 2 years’ relevant experience supporting HR functions, preferably in a fast-paced NGO environment.

  • Practical knowledge of recruitment, onboarding, records management, and performance tracking.

  • Familiarity with HR software and digital tools is a plus.

  • Good understanding of Ugandan labor laws and HR compliance.

  • High level of confidentiality, integrity, and professionalism.

  • Excellent organizational, time management, and multitasking skills.

  • Strong verbal and written communication skills.

  • Proficient in Microsoft Office (Word, Excel, Outlook).

  • Self-driven, proactive, dependable team player.

  • Willingness to travel to field locations as needed.

  • Ability to work under pressure and handle competing priorities.

  • Openness to learning and continuous professional development.
