Job Title: HSES Manager – Commissioning
Location: Buliisa, Uganda

Position Overview
We are seeking a Commissioning HSES Manager to lead and oversee all Health, Safety, Environmental, and Security (HSES) functions specific to commissioning activities in Uganda. This role demands deep knowledge of HSES standards and the ability to integrate these principles into commissioning operations to enhance safety performance, regulatory compliance, and operational efficiency.
The role will report to the HSES Functional Lead and play a pivotal role in supporting strategic decision-making, audits, incident investigations, and continuous improvement planning.
Duties, Roles and Responsibilities
Leadership & Strategy
Lead the implementation and enforcement of McDermott’s HSES policies during the commissioning phase.
Ensure all staff understand and comply with company policies and procedures.
Set annual HSES targets and develop improvement plans to meet Objectives, Targets, and Goals (OTGs).
Compliance & Risk Management
Interpret and enforce regulatory HSES requirements relevant to commissioning.
Monitor subcontractor performance and ensure compliance with local and McDermott safety standards.
Facilitate hazard identification studies (HAZIDs) and other risk assessments.
Training & Development
Identify HSES training needs and ensure completion for all commissioning staff.
Maintain the correct level of HSES personnel and provide support and guidance.
Audits & Reporting
Prepare and conduct internal audits and site inspections.
Develop and maintain HSES activity plans and regular performance reports.
Provide expert input for look-ahead plans, readiness reviews, and management of change processes.
Incident Management
Act as a subject matter expert (SME) in incident investigations.
Capture and share lessons learned across teams and projects.
Stakeholder Engagement
Review and approve HSES aspects of subcontractor and vendor selection.
Represent HSES in project meetings including kick-off sessions and constructability reviews.
Qualifications, Education and Competencies
Education & Certifications
Degree in an HSES-related field (or equivalent combination of education and experience).
NEBOSH Diploma (or equivalent qualification) required.
Certified Lead Auditor in ISO standards (9001, 14001, or 45001).
Experience
Minimum 8–9 years of HSE experience in the energy industry, with direct commissioning experience.
Proven track record in leading multidisciplinary HSES teams in complex environments.
Skills & Competencies
Strong leadership and team-building capabilities.
Excellent written and verbal communication skills.
In-depth knowledge of both local and international HSES regulations.
Able to lead, influence, and drive change across teams.
