Role Overview
The HR Manager for East Africa supports ICF’s mission by providing comprehensive human resource services across Kenya, Rwanda, Uganda, and occasionally Zambia. This role leads recruitment, onboarding, employee relations, and compliance with local labor laws, while fostering a positive organizational culture. As the key liaison between regional offices and Global HR, the HR Manager champions effective people management practices that reflect ICF’s values and support its conservation goals.

How to Apply
Lead the full recruitment cycle: drafting job adverts, posting vacancies, screening candidates, conducting interviews, reference/background checks, and preparing offer letters, including collaborating with management on Terms of Reference (ToRs).
Manage employee onboarding and orientation programs, including one-month check-ins, to promote engagement and alignment with ICF’s mission and culture.
Coordinate the performance review process (annual and semi-annual), including communication of timelines, distribution of documents, and tracking completion.
Provide employee relations support to address workplace conflicts, performance concerns, and other HR issues.
Serve as a bridge between management and staff, addressing queries and facilitating resolution of work-related matters.
Ensure full compliance with labor laws, regulations, and statutory requirements in the region.
Undertake additional HR duties as assigned to support organizational needs.
Required:
Master’s degree in Human Resources, Business Administration, or related field
Minimum 5 years of HR experience
Strong knowledge of labor laws and HR practices in East Africa (Kenya, Uganda, Rwanda)
Proven experience managing diverse, multi-country teams in the region
Skilled in developing and implementing HR policies and procedures
Demonstrated leadership and advisory capabilities
Preferred:
Experience within global organizations
Familiarity with international donor-funded projects

Manage competing priorities efficiently to meet deadlines with accuracy
Excellent written and verbal communication skills, including persuasive presentation and active listening
Strong analytical skills to identify issues, analyze data, and make sound decisions

Collaborative team player who freely shares knowledge and expertise
Cultural sensitivity and ability to work effectively across borders

Internal: Regional Country Directors, HR Officers, Finance, Program Teams, Global HR
External: Legal Counsel, Government Agencies, Consultants, Recruitment Firms, Benefits Providers
Travel
Occasional travel within supported countries as required
