Job Description
Job Title: Housing Officer
Department: Human Resources
Section: Employee Relations & Service Delivery
Reports To: Employee Relations & Service Delivery Manager
Supervises: Overseer Housing and General Workers
Overall Purpose of the Job
The Housing Officer is responsible for managing staff accommodations, which includes property allocation, addressing antisocial behaviour, handling rent arrears, coordinating maintenance, enforcing housing policies, and liaising with tenants.
Duties, Roles and Responsibilities
Residence Management
Build and maintain positive relationships with residents.
Address concerns and resolve issues related to accommodation.
Ensure residents understand and comply with their occupancy agreements.
Property Management
Conduct regular inspections to ensure properties meet safety and maintenance standards.
Manage the allocation process, including property viewings and letting.
Oversee maintenance and repairs in coordination with contractors or internal teams.
Manage void properties, ensuring they are advertised and prepared for new occupants.
Implement strategies to recover rent arrears and prevent future occurrences.
Policy Enforcement
Enforce housing policies and regulations.
Respond to cases of antisocial behaviour and other policy violations.
Community Engagement
Engage with local communities to address housing-related concerns.
Participate in initiatives that enhance the quality of housing and living conditions.
Other Responsibilities
Attend resident meetings when required.
Support the implementation of housing policies and procedures.
Qualifications, Education and Competencies
Skills and Qualifications
Strong communication and interpersonal skills
Excellent organisational and time management abilities
Ability to work independently and within a team
Knowledge of housing legislation and regulations
Experience in property management, lettings, or housing services
Proficiency in relevant software and systems
A commitment to delivering high-quality customer service
Knowledge, Qualifications, and Experience
Education
A Bachelor's degree in Real Estate Management, Property Management, Business Management, or a Diploma in Civil Engineering
Experience and Competencies
At least three years of experience as a Housing Officer or Estate Officer in a large organisation
Specific Knowledge and Skills
Strong background in property management and social administration
Excellent communication and interpersonal abilities
