Job Description
The Health Services Manager will be responsible for leading and coordinating the medical and programmatic implementation of a three-year, Gavi-funded health program in Uganda. The initiative, implemented by Elucid in collaboration with the Ugandan Ministry of Health, aims to improve vaccination uptake, strengthen quality of care, and enhance healthcare access among underserved rural farming communities. The Health Services Manager will oversee clinical service delivery, vaccination outreach, and quality improvement efforts in collaboration with the Ministry of Health, District Health Teams, and Elucid’s local and international partners. The Medical Program Manager will work closely with the Program Manager (responsible for financial inclusion and co-payment components) to ensure seamless integration between clinical, logistical, and financial access activities.
The position focuses on three operational priorities/pillars:
Vaccination of zero-dose and under-vaccinated children in project regions (including malaria)
Mobile clinics and last-mile health services
Quality of care improvement via 5S/Kaizen + PDSA and strengthening of frontline teams
Specifically, you will lead:
- The planning, implementation, and monitoring of the three project pillars (above)
- within the intervention zones.
- The integration of rigorous data use and digital tools to improve performance, guide activities, and ensure accountability.
- Close coordination with the Ministry of Health, NGOs, technical and research partners (including Charité, Gavi, Makerere University School of Public Health, etc.), funding supply chain partners (JDE Peets, Ndugu, ACPCU).
Data quality and integrity (including DQA), in alignment with Gavi standards, requirements and protocols of the Ministry of Health and academic partners.
Duties, Roles and Responsibilities
Vaccination
- Lead vaccination-related activities (malaria, HPV and routine immunization catch-up) in direct collaboration with the Ministry of Health and District Health Teams
- Support identification and follow-up of zero-dose and under-vaccinated children in collaboration with District Health Teams.
- Strengthen the skills of vaccinators and health agents at facility and community levels.
- Align tools, protocols, and data with national and international priorities.
- Participate in performance reviews with national, regional and departmental teams.
- Mobile Clinics and Last-Mile Health Services
- Identify and manage implementation partners.
- Design, plan, and independently coordinate mobile clinic activities, ensuring coverage of the most remote areas.
- Manage logistics and operations: transport, fuel, field schedule, coordination, management of implementing partners.
- Guarantee the functionality of the cold chain and the availability of vaccines and equipment.
- Obtain the necessary local authorizations with the health districts and community authorities.
- Monitor performance using indicators that meet donor expectations.
- Coordinate with facilities and district authorities to ensure continuity of care and referral pathways.
Improvement of Care Quality
- Support implementation of basic quality improvement approaches at facility level (e.g. QI teams, simple PDSA cycles, 5S where applicable)
- Optimize the equipment and infrastructure of targeted health facilities.
- Ensure the quality of primary services related to vaccination and essential care.
- Establish and facilitate Quality Improvement Teams (QITs) / quality teams in health facilities.
- Organize regular quality review meetings at the facility level
- Use simple and actionable indicators (e.g., refrigerator temperature, vaccine availability, waiting time, patient reception) to guide decisions.
- Rapidly test improvements and measure change through concrete
- Plan-Do-Study-Act (PDSA) cycles.
- Document and share practical solutions that work in limited-resource settings.
- Health System Strengthening and Coordination
Work hand-in-hand with:
- Ministry of Health (UNEPI, Health Financing, Health Infrastructure Division)
- District health teams, Universities and partner NGOs
- Contribute to the integration of digital solutions (data collection, DHIS reporting, M&E monitoring).
- Contribute to research and scientific evaluation activities with Charité and Makerere universities.
- Ensure reporting of results to donors and authorities.
Data Quality and Integrity
- Establish Data Quality Assessment (DQA) routines:
- Consistency checks between paper registers and digital data,
- Regular validations with districts,
- Documentation of discrepancies,
- Capacity building of personnel to ensure the reliability of data used for reporting, research, and decision-making.
