Job Description

Job Title: Health & Safety Manager

Organization: Raising The Village (RTV)

Location: Kampala, Uganda

Reports to: HR Consultant

Travel: Required as necessary

The Health & Safety Manager (HSE Manager) will lead the design, execution, and oversight of RTV’s health, safety, and environmental strategy across all operational areas. Embedded within the Human Resources department, this role ensures compliance with national and international HSE standards while fostering a culture of safety and well-being across the organization.


Duties, Roles and Responsibilities

Health, Safety & Environmental Strategy

  • Develop and implement RTV’s HSE policies and organizational safety framework

  • Ensure compliance with Ugandan occupational safety laws and international HSE standards

  • Conduct risk assessments and develop mitigation plans for all operational locations

  • Oversee incident reporting and lead investigations, ensuring corrective actions are taken

  • Create and update SOPs related to office safety, transport, field activities, and community programs

  • Manage HSE-related vendor relationships (e.g., International SOS)

Training & Capacity Building

  • Design and deliver organization-wide HSE training sessions and workshops

  • Support field offices in developing local HSE champions

  • Facilitate knowledge sharing and best practice exchange across teams

Monitoring, Evaluation & Reporting

  • Develop systems to track safety performance and monitor key indicators

  • Maintain comprehensive HSE records: audits, incident logs, training history, and safety inspections

  • Submit quarterly HSE reports with strategic recommendations for improvement

  • Present quarterly safety performance updates to the Board of Directors

Leadership & Collaboration

  • Serve as the go-to expert for all internal and external HSE matters

  • Collaborate closely with HR, Operations, and Implementation teams to embed safety into core planning and delivery

  • Represent RTV in relevant safety networks and industry working groups

Qualifications, Education and Competencies

  • Bachelor's degree in Occupational Health & Safety, Environmental Health, HR, or a related field

  • Minimum 5 years’ professional experience in health & safety management, preferably in the nonprofit or development sector

  • In-depth knowledge of Ugandan health & safety laws and working across multi-site or remote environments

  • Strong facilitation skills with experience in conducting safety training, audits, and investigations

  • Excellent communication, organizational, and analytical skills

  • Cultural sensitivity and experience working with cross-cultural and remote teams

  • Preferred: NEBOSH or other internationally recognized HSE certifications

  • Desirable: Experience integrating HSE functions within HR and in last-mile or rural program delivery contexts
