Job Vacancy: Head of Programs and Resource Mobilization

Location: Kampala, Uganda (with frequent travel to field sites)

Position Overview
The Head of Programs and Resource Mobilization will provide strategic leadership across program design, implementation, monitoring, and resource development. This role ensures program quality, innovation, and alignment with IPHR Uganda’s mission, while leading fundraising efforts and cultivating donor partnerships for sustainable funding.
Duties, Roles and Responsibilities
Lead multi-sectoral program design, implementation, and evaluation across all operational areas.
Develop and maintain strategic partnerships with donors, INGOs, UN agencies, government bodies, and foundations.
Drive resource mobilization through proposal development and identifying new funding opportunities.
Supervise and mentor program managers to ensure effective coordination, reporting, and accountability.
Ensure compliance with donor guidelines, safeguarding policies, and organizational standards.
Represent IPHR Uganda at national and regional platforms, advocating for key priorities.
Monitoring, Evaluation, Accountability & Learning (MEAL)
Integrate MEAL systems into all project stages to ensure impact-driven programming.
Support gender-transformative M&E plans aligned with One Health principles.
Oversee data collection, analysis, and reporting to guide program decisions.
Develop tools and frameworks for capturing lessons learned and facilitating knowledge sharing.
Coordinate field visits for donors and stakeholders to promote transparency and accountability.
Program Development Support
Contribute to proposal writing, concept notes, and grant documentation.
Support needs assessments and program design workshops aligned with strategic goals.
Communications
Ensure proper branding and compliance with donor requirements on project materials.
Coordinate communication outputs such as success stories and impact highlights.
Foster positive relationships with donors, partners, and stakeholders.
Qualifications, Education and Competencies
Master’s degree in International Development, Social Sciences, Project Management, or related field.
Minimum 5 years of senior-level experience in program management and fundraising in humanitarian/development sectors.
Proven success in proposal writing and managing donor-funded projects (UN, EU, USAID, Norad, etc.).
Strong leadership, strategic planning, communication, and team-building skills.
Willingness to travel to remote and challenging environments.
Experience integrating gender, equity, and diversity principles into programming.
