Position Overview
ICPAU is seeking an experienced, strategic, and forward-thinking Head of ICT to lead and manage the Institute’s Information & Communications Technology function. This role is critical in ensuring that ICT systems and infrastructure effectively support business operations, promote innovation, and align with the Institute’s strategic goals.
The ideal candidate will bring a combination of technical expertise, leadership experience, and a proactive mindset to drive digital transformation and enhance service delivery across the organization.

ICT Strategy & Policy Development
Develop and execute an ICT strategy that aligns with the Institute’s overall objectives.
Establish and enforce ICT policies, standards, and procedures to ensure efficient operations and security.
ICT Infrastructure Management
Lead the design, implementation, and maintenance of the Institute’s ICT systems and infrastructure.
Ensure the reliability, scalability, and security of networks, hardware, and software platforms.
Systems Support & Optimization
Oversee the provision of responsive and effective ICT support to end-users across all ICPAU departments.
Facilitate continuous improvement of ICT systems, including business applications and user interfaces.
Team Leadership & Capacity Building
Supervise and develop the ICT team to ensure a high-performing, service-oriented function.
Organize user training to promote efficient use of ICT resources.
Digital Transformation & Innovation
Drive automation of manual workflows through digitized document and records management solutions.
Explore and integrate emerging technologies to enhance efficiency and service delivery.
Technology Advisory
Advise senior management on technological advancements, digital trends, and opportunities for growth and innovation.
ICT Procurement & Asset Management
Oversee the procurement and deployment of ICT equipment, software, and service contracts in line with policy.
Ensure proper inventory, maintenance, and lifecycle management of ICT assets.
ICT Risk & Security Management
Implement robust risk management frameworks, data protection practices, and cybersecurity protocols.
Budgeting & Resource Planning
Prepare and monitor ICT budgets and operational plans, ensuring cost-effective delivery of ICT services.
Stakeholder Engagement
Foster strong relationships with internal and external stakeholders, ensuring high levels of ICT service satisfaction.
Other Duties
Carry out any additional responsibilities as assigned by the Director – Corporate Services.
Qualifications, Education and Competencies
Education
Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field.
Postgraduate qualification in a relevant discipline is an added advantage.
Experience
Minimum of 5 years’ progressive ICT experience in a reputable organization.
Demonstrated business acumen and broad knowledge of ICT systems supporting enterprise operations.
Proven experience in leading teams and managing ICT projects.
Key Competencies
Strategic thinking with a deep understanding of ICT’s role in business operations.
Strong leadership, team management, and mentoring skills.
Excellent problem-solving and decision-making capabilities.
Advanced knowledge of ICT infrastructure, networks, security, and enterprise systems.
