Job Description
GIZ Country Office is recruiting Head of Human Resources to support the implementation of its programme.
Duties, Roles and Responsibilities
The Head of Human Resources will be in charge of:
- Lead the HR team ensuring efficient and effective delivery of HR services.
- Advising Management on HR policies and procedures and assumes conceptual and coordination tasks on behalf of Management.
- Ensuring that HR work and staff management conforms to GIZ’s Processes and Rules (P+R) and current local legislation.
- Ensuring that new procedures, policies, rules, and regulations concerning Human Resources are implemented effectively.
- Ensure adherence to national laws and GIZ Process and Rules (P+R).
- Oversee evaluation and classification of job positions.
- Develop and manage different national, regional and international contracts with various consultants, service providers, legal advisors etc.
- HR metrics, track key HR metrics, such as employee turnover, contract end dates etc. to ensure evidence-based decision making.
- You ensure networking within and outside of GIZ across sections
- The Head of Human Resources performs the following tasks:
Specific Tasks
- HR strategy and Policy development
- Lead in the implementation of the GIZ HR strategy in the Uganda Portfolio.
- Lead in implementation, and maintenance HR policies, Tools and procedures that are aligned with GIZ organizational priorities and demands. within the organization.
- Update and maintain HR manuals, handbooks for Staff.
- Advice management regarding interpretation and execution of HR policies and procedures and compliance with applicable legislation and regulations.
- Overseeing Knowledge Management (updating forms, formats, templates and regulations and communicate changes.
- Implement an effective talent management strategy, including staff talk (performance management), Personnel Planning and Development Process (PPDP), and career development.
- Management of the HR Department
- Lead the HR team to ensure efficient and effective operations.
- Manages staff in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for creativity and innovation.
- Responsible for recruiting, selecting, grading, planning the assignment of and professional development of staff members who report to him/her.
- Responsible for monitoring, managing staff and ensuring that they provide cost-effective services.
- Manage HR audits processes, including planning, execution, reply to inquiries, mitigation of risks and implement recommendations to improve HR processes and controls.
- Performs the Quality Control of documentation in the Human resources department.
- Recruitment and selection processes
- Oversee the entire recruitment process, the end-to-end process, including key leadership and managerial positions.
- Leads workforce reviews, development, and planning processes, as well as the development of HR strategies and objectives GIZ Uganda.
- Develop job descriptions for various positions and determine appropriate base pay.
- Develops and delivers plans and processes for staff recruitment, including induction and orientation.
- Leads staff interviews and establishes interview panels ensuring that the panels are well-balanced.
- Processing staff employment documentation including offer / appointment letters, contracts and job descriptions based on established staff employment policies and procedures.
- Provide leadership in the induction a boarding process in collaboration with line managers.
- HR processes
- Responsible for the Staff medical and group personal accident, ensure all contracts that relate to service providers such as medical health, leases, and staff members are accurate and renewed in good time.

- Ensure that Staff files are maintained and contain relevant and up to date staff information.
- Ensure the timely processing of the national staff payroll in compliance with statutory deduction.
- Ensure high level of confidentiality regarding Staff data and ensure that all employee information is kept up to date, is complete and held in a secure place.
- Ensure that staff leave days are updated regularly and are up to date.
- Provides professional advice and guidance to staff, line managers, management, AVs on all HR related matters.
- Training and Development
- Take the lead in managing Staff learning and development
- Support professional development of all staff, including strengthening capacity, building skills, and delegating authority to support professional growth.
- Develop training plans and programs; organize training sessions, workshops, and activities.
- Provide coaching, mentoring and opportunities for HR staff growth and career plans.
- Ensure that exit interviews are undertaken with all staff leaving the organization and that any issues regarding staff retention are addressed.
- Compensation and Benefits
- Review compensation and benefit policies to ensure competitiveness and compliance with GIZ principles, market standards, and Legal requirements Analyse surveys to ensure appropriate compensation across all departments.
- Implement and manage compensation and benefits policies and schemes (including terms of conditions of employment, contracts, and medical insurance) for the national staff, in line with local labour law.
- Participating in periodic market surveys and make recommendations on pay and benefits based on market data.
- Conduct market salary and benefits surveys.
- Oversee payroll processing, benefits administration and termination related payments and ensure compliance (salaries, taxes, social security, cost sharing, KOMP etc).
- Staff Performance Management:
- Advise staff and managers on use and interpretation of the performance management system and advise on managing poor and outstanding performance and linking performance review to annual increments and learning and development.
- Ensure accurate and written job descriptions with clear job accountabilities reporting lines and career paths.
- Ensure that appraisals are carried out in a timely and effective manner and follows up on the practice of staff performance evaluations by project managers,
- Employee Relations
- Provide advice and counsel to Line mangers on talent management, performance management, conflict resolution and other areas of employee relations.
- Facilitate and guide various managers on corrective actions, grievances, conflicts, and disciplinary procedures.
- Ensure resolution of all staff welfare issues within agreed timelines.
- Compliance with labour laws and global HR / OD Guidelines.
- Advises the Management on major changes in HR policy and ensures compliance with both GIZ policies as well as the Uganda Labour Laws.
- Implement employee engagement initiatives on HR related topics.
- Administration
- Plan and coordinate administrative procedures and systems and devising ways to streamline processes.
- Supervising day-to-day operations of the administrative function, ensuring proper contract administration and documentation.
- Develop, review, and improve administrative systems, policies, and procedures.
- Ensure operations adhere to policies and regulations.
- Other Duties/additional Tasks
- Performs other duties and tasks at the request of Management.
- Undertakes further job training related to his/her position and duties, if required.
