Job Description
As part of strengthening its internal capacity, the Bank of Uganda invites applications from suitably qualified Ugandans to fill the position of Head, Engineering Services Division within the Administrative Services Department.
Position Purpose
The Head, Engineering Services Division provides strategic leadership and technical oversight in the planning, implementation, operation, and maintenance of the Bank’s infrastructure and engineering services. The role ensures that all engineering works meet safety, functionality, regulatory compliance, and value-for-money requirements in line with the Bank’s strategic objectives.

Duties, Roles and Responsibilities
Provide strategic leadership and technical oversight for all engineering projects and maintenance works, ensuring alignment with the Bank’s infrastructure plans and compliance with Occupational Health and Safety (OHS) laws and standards.
Plan, coordinate, supervise, and evaluate building construction, installations, and maintenance contracts, ensuring delivery within approved scope, cost, time, and quality parameters.
Develop, implement, and periodically review engineering policies, procedures, and preventive maintenance programmes for Bank buildings, facilities, plant, and equipment.
Manage and supervise the Engineering Services Division, including Mechanical, Electrical, and Real Estate functions, to ensure operational efficiency and effective collaboration across departments.
Review and approve engineering designs, feasibility studies, technical specifications, and related documentation in line with professional standards and the Bank’s strategic priorities.
Ensure optimal performance, maintenance, and upgrading of all civil, mechanical, and electrical infrastructure within Bank premises and timely resolution of reported incidents.
Prepare and manage annual work plans and budgets for the Engineering Division and coordinate quarterly budget performance reporting.
Integrate occupational health and safety measures into all engineering operations and monitor compliance with relevant laws, standards, and internal policies.
Coordinate and manage service contracts with consultants, contractors, and suppliers delivering architectural, civil, and maintenance services.
Maintain and update the Division’s risk register, incident reports, and ensure timely resolution of audit queries.
Lead staff performance management, coaching, mentoring, and capacity development in accordance with the Bank’s HR policies.
Prepare and submit periodic technical and administrative reports, including monthly and quarterly updates on project implementation, maintenance activities, utility services, and budget performance.
Perform any other duties as may be assigned by the Governor or Deputy Governor from time to time.
Expected Outputs
A well-managed Engineering Services Division with disciplined and cooperative staff.
Timely response and resolution of engineering incidents and maintenance requests.
Successful delivery of works and construction projects within approved time, cost, quality, and risk parameters.
An annual preventive maintenance schedule for Bank buildings, plant, and equipment.
Functional and well-maintained mechanical and electrical systems.
Approved annual work plans and budgets for Engineering Services.
Quarterly budget performance reports and monthly/quarterly engineering progress reports.
Verified and recommended utility service bills for payment.
