Job Description
To execute investment projects, ensuring that they are completed on time, within budget, and in line with regulatory and quality standards. The Senior Investments Officer plays a pivotal role in translating strategic plans into operational success.
Duties, Roles and Responsibilities
Project Planning and Resource Allocation
- Support in the development of detailed project implementation plans, including resource allocation, timelines, budget estimates, and risk management strategies.
- Support in ensuring that all required resources, including financial, human, and technical resources, are allocated efficiently to support project implementation.
- Collaborate with the organization’s financial and legal teams to ensure that all contracts, funding arrangements, and legal requirements are in place before project commencement.
Investment Project Execution
- Facilitate the implementation of approved investment projects, ensuring that they are executed in line with the organization’s strategic goals and timelines.
- Develop project implementation plans and budgets to ensure effective execution of investment projects.
- Supervise project-specific resource allocation in the form of financial, human and material resources, to ensure successful execution of the projects.
- Provide expert guidance in the planning, design, and construction phases to ensure alignment with project specifications and objectives.
- Supervise and support the Manager in coordinating with architects, contractors, and engineers, ensuring that construction projects maintain high standards of quality and integrity.
- Lead the approval process for facility designs and construction plans, ensuring compliance with regulatory requirements and organisational standards.
- Ensure that all project deliverables, including financial targets, operational milestones, and technical requirements, are met within the agreed timelines.
Procurement Management
- Collaborate with the Manager to develop and refine procurement strategies that align with the organisation’s long-term investment goals.
- Negotiate with key suppliers and vendors, ensuring that contracts are structured to secure the best terms for asset acquisition.
- Implement the procurement process for high-value assets, ensuring timely and efficient acquisition and installation.
Strategic Budget and Cost Management
- Monitor and analyse budget performance, providing strategic insights to optimise financial resources during facility development and procurement processes.
- Implement advanced cost optimisation strategies, identifying opportunities for cost savings while maintaining quality.
- Prepare comprehensive financial reports and forecasts, offering strategic recommendations to management.
Compliance and Quality Leadership
- Lead efforts to ensure that all construction and procurement activities meet industry regulations and organisational policies.
- Oversee quality assurance processes, conducting thorough inspections and audits to verify that facilities and assets adhere to required standards.
- Take a proactive role in addressing compliance issues, ensuring that corrective measures are implemented promptly.
- Lead the team, set clear goals, mentor the team, encourage collaboration, and drive improvement through regular feedback, evaluations, and recognising achievements.
Stakeholder Engagement and Coordination
- Act as a primary point of contact for key internal and external stakeholders, ensuring that communication channels remain open and effective throughout the project lifecycle.
- Collaborate with legal, financial, and technical teams to resolve complex issues, facilitating smooth project implementation.
- Provide strategic updates to project sponsors and stakeholders, addressing challenges and highlighting project milestones.
Risk and Project Management
- Identify and assess potential risks at a strategic level, developing and implementing advanced mitigation strategies.
- Monitor project risks closely, providing recommendations for adjustments to ensure project continuity and success.
- Conduct in-depth risk assessments, preparing contingency plans to address unforeseen challenges effectively.
- As guided by your supervisors, collaborate with and support the BDS Unit, Appraisal and Post Implementation Departments, Legal and Finance, and other Directorates to ensure the effective project development, appraisal and successful implementation and post-implementation of projects.
- Perform any other duties as assigned by the Supervisor.
