Position: Gender and Youth Social Inclusion (GYSI) Advisor (1)
Reports to: Urban Health Activity-Technical Director and YAU Director Programs and Business development
Supervises: Gender and Youth Social Inclusion Coordinator
Duty Station: Kampala
Role summary
The Gender and Youth Social Inclusion Advisor reporting to the Technical Director (TD) will lead and manage the Youth Alive Uganda team on the USAID/Urban Health Activity. The Advisor will provide technical leadership and handle general project management function of work planning, budgeting and reporting. The GYSI Advisor will be responsible for providing strategic guidance and support to USAID/Urban Health Activity integrating gender, youth and social inclusive analyses and perspectives into the activity planning and implementation. The GYSI Advisor will support gender and youth mainstreaming activities to key government, private sector, and KMA stakeholders at national, district and community level and will work closely with the other technical advisors to ensure that gender and youth considerations are mainstreamed across their technical assistance, fostering inclusivity and addressing specific needs and challenges.
Duties, Roles and Responsibilities
Responsibilities
Collaborate with target district stakeholders to provide leadership, strategic design and direction to ensure programmatic integrity and technical guidance on the USAID/Urban Health Activity including;
Implementing policies and programs for sustainable scale-up of High Impact Practices among urban poor particularly marginalized youth and women
Expanding and strengthening quality improvement efforts for care.
Designing evidence-based community-level activities to reduce and minimize plastic waste and air pollution
Supporting other technical leads in community surveillance for early detection of public health/ health security.
Providing technical assistance, mentoring, and capacity building at the individual and organizational level in specific areas of expertise, including but not limited to youth, gender, and equity.
Building appropriate youth, gender and inclusivity capacity for Urban health Activity staff, MOH and its other local partners where appropriate
Working with national stakeholders to find creative ways to engage young women and men in sensitization and awareness creation about MNCAH and Nutrition in general and services when relevant
Developing and maintaining strong working relationships with USAID and the key line ministries and authorities in particular, MOH, KCCA, DLG and other USAID/local implementing partners, youth networks and groups, private sector partners, and other key stakeholders to maximize resources and avoid duplication of effort.
Working with Monitoring and Evaluation staff to develop M and frameworks and effectively track data/results, including but not limited to gender- and age-disaggregated data
Working with the UHA Technical director and YAU Director programs to ensure compliance with the terms of the award, contribute to annual work planning, routine and ad hoc reporting to the donor, documentation and knowledge management efforts, including use of SharePoint platforms.
Working with finance and other UHA technical staff to develop and track project budgets over the course of the program activities.
Perform other duties as assigned by the Technical and administrative supervisor(s).
Qualifications, Education and Competencies
Required Qualifications
Master’s degree in Public/community Health Social Sciences or demonstrated equivalent through experience.
Minimum 5 years’ experience designing, managing and implementing programs that seek to increase gender equality, empower women and girls, support youth programming and strengthen MNCAH and Nutrition service delivery
Ability to coach, mentor and develop capacity of key KMA, Urban Health Activity staff, private sector and USAID local implementing partners in the areas GYSI within health and community programs.
Excellent group facilitation, multi-stakeholder consultation, and strategic planning skills.
Strong analytical skills, especially for conducting gender and youth analyses.
A good knowledge of gender and global development issues, preferably with understanding of USAID’s approach to gender equality.
Knowledge of USAID’s GYSI approaches and priorities.
Familiarity with USAID regulations and policies and adhere or incorporate these in day to day work.
Understanding of USG localization policies and tools.
Expertise with different monitoring and evaluation approaches, including qualitative methods.
Strong writing skills, both for technical and program reports.
