About the Organisation
The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.
The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.
Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:
Ministry of Education and Sports (MoES)
Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)

Job Description
Reporting to the Program Manager, the Entrepreneurship & Marketing Officer will support young women in developing viable enterprises through skills development, tailored business coaching, market access, and financial literacy. The officer will coordinate capacity-building sessions, establish partnerships with key market actors, foster youth SACCOs, and promote digital marketing platforms. The role also includes monitoring market trends, analyzing business performance, and documenting impact.
Duties, Roles and Responsibilities
Capacity Building
Participate in livelihood and market assessments to identify enterprise opportunities and barriers.
Support Peer Trainers and Project Officers in guiding YSLA members on developing business plans.
Conduct business diagnostics and provide customized training to address business growth needs.
Deliver mentorship and training on market analysis, financial management, and business planning.
Develop and implement a business development strategy aligned with SIYEP’s objectives.
Guide participants on product development, registration, and marketing.
Promote gender, disability inclusion, and safeguarding in all entrepreneurship development efforts.
Access to Markets
Facilitate market linkages and enroll participants in AFARD’s FAMIS digital marketing platform.
Organize seasonal markets for young women in agribusiness.
Train participants on market standards and improved agronomic practices.
Maintain a database of market actors and expand market access opportunities.
Support collective marketing and aggregation efforts among young women.
Access to Finance
Deliver financial literacy education to young women entrepreneurs.
Support formation and strengthening of youth SACCOs and linkage banking.
Connect youth enterprises with government financial programs.
Partnership and Networking
Establish partnerships with local industries for job placements, apprenticeships, and market access.
Leverage existing networks to link youth businesses with investors and customers.
Monitoring and Evaluation
Monitor market dynamics, customer behaviors, and trends.
Report on progress in business development and marketing outcomes.
Qualifications, Education and Competencies
Bachelor’s degree in Marketing, Entrepreneurship, Business Administration, Economics, or related field.
Minimum of 3 years of experience in youth entrepreneurship, marketing, or business development.
Strong understanding of market systems, value chain development, and financial management.
Demonstrated ability to design and implement business development initiatives for rural youth.
Experience delivering technical support to startups and MSMEs.
Effective networking, partnership-building, and negotiation skills.
Proficiency in digital marketing platforms is an added advantage.
Strong interpersonal, communication, and facilitation skills.
High level of integrity, accountability, and ability to work independently.
Willingness to travel and work in rural and remote locations.
