Job Description

POSITION: Data Manager

MAXIMUM LEVEL OF EFFORT: Full-time LTTA

BASE OF OPERATIONS: Moroto, Uganda

POSITION REPORTS TO: MEL Director


The Data Manager will support WFS performance information. He/she will be responsible for managing data, preforming data analytics, and visualizing data. This support will also include the creation and maintenance of databases and websites. The Data Manager will also assist project stakeholders in reporting and aggregating indicator data and in using new online software to report performance results.

Duties, Roles and Responsibilities

Key Duties and Responsibilities:

  • Work with project staff and project stakeholders to ensure that ongoing M&E data are compiled and made available to WFS staff as required.

  • Gather, synthesize, and create systems for maintaining and disseminating key information.

  • Support project staff and grantees as required to program data collection tools for field surveys and any other periodic surveys required by WFS Activity.

  • Design and carry out project staff and stakeholder training on databases and support WFS data entry requirements to USAID’s databases.

  • Manage and manipulate data for results-based performance analysis and performance reports.

  • Work with MEL team and meet regularly with project staff to ensure accurate and timely data analysis and reporting.

  • Ensure that all indicators are calculated correctly and ensure that the narrative provides necessary justification and explanations.

  • Assist WFS team in adopting and strengthening knowledge management systems and processes.

  • Oversee development and presentation of data for evidence-based learning and decision-making.

  • Conduct GIS mapping, data analytics, and produce data visualizations as deemed useful by WFS technical teams.

Qualifications, Education and Competencies

Qualifications

  • Degree in a field related to information technology; data analytics; development economics, statistics, business or development administration; political science; economics or development studies.

  • At least 5 years of experience in knowledge management, database management, and data visualization.

  • Demonstrated knowledge of and experience working with USAID funded projects and information systems.

  • Proven proficiency in statistical (e.g., ArcGIS, STATA, SAS, SPSS, and/or R,) and Microsoft packages (particularly Excel and Access).

  • Ability to generate data tables, charts, graphs will be a key requirement.

  • Excellent communication, writing, facilitation, and presentation skills.

  • Fluency in English is required.

  • Demonstrated ability to manage high-level relationships with partner organizations and implementing partners/grantees.
