Job Description
Job Title: Cost Control Engineer

Location: Kampala, Uganda
May be mobilized to Lake Albert, construction sites, or other cities as required.
Primary Function:
The Cost Control Engineer is responsible for planning, monitoring, and forecasting production operation costs. This role supports the Planning and Cost Control Supervisor by ensuring timely reporting, effective cost management, and alignment with corporate financial goals.
Duties, Roles and Responsibilities
Collaborate with Tilenga and EACOP teams to align oil production and lifting schedules; manage expense allocations accordingly.
Develop and implement production and operations plans, ensuring timely execution.
Coordinate with joint venture partners and service contractors on production planning and cost-related matters.
Manage vendor operations including mobilization/demobilization of materials, cheque acceptance, and processing payments upon work completion.
Monitor and control both OPEX and CAPEX to ensure cost-effectiveness and budget adherence.
Identify potential cost risks, conduct cost risk analyses, and implement mitigation strategies.
Prepare and maintain annual budget estimates for the Annual Work Program.
Lead the preparation, submission, and monitoring of production-related budgets, tracking financial performance.
Maintain accurate cost records and manage a comprehensive expense filing system/database.
Collect and analyze production data, preparing reports for submission to CNOOC headquarters, partners, stakeholders, and regulatory bodies.
Support audits of production-related expenses, ensuring proper documentation and regulatory compliance.
Ensure all planning and cost control activities comply with internal policies, HSE standards, and industry regulations.
Perform additional duties as assigned by the supervisor.
Qualifications, Education and Competencies
Bachelor’s degree in Petroleum Engineering, Finance, Accounting, or a related field.
Minimum of 4 years of relevant experience, preferably in the oil & gas sector.
Hands-on experience in planning and cost control is essential.
Knowledge & Skills:
In-depth understanding of cost control principles and applicable regulations.
Strong knowledge of petroleum contracts and oil production operations.
Proficient in OPEX and CAPEX budgeting, forecasting, and reporting.
Familiarity with oil and gas project lifecycles including FEED, EPC, and commissioning phases.
Proficiency in planning and cost control tools (e.g., MS Project, Oracle Primavera P6, MS Excel, Power BI).
Strong analytical skills and a proactive, risk-based approach to decision-making.
Knowledge of Uganda’s regulatory environment and permitting procedures.
