About the Organisation

The Secretary, District Service Commission Apac informs the general staff that, Applications are invited from suitable and eligible serving officers for the post which exist in the department as specified below:

Applications should be filled in triplicate on PSC Form 3 Revised (2008) and submitted to the Secretary, District Service Commission, P.O. Box 1 Apac to be received not later than 23rd February 2023.

Job Description

Community Development Officers play a vital role in empowering communities, fostering social cohesion, and facilitating sustainable development initiatives.

Duties and Responsibilities

  • Community Engagement: Engage with community members to assess their needs, priorities, and aspirations. Build rapport, facilitate dialogue, and foster participatory decision-making processes.

  • Needs Assessment: Conduct surveys, interviews, and participatory assessments to identify key challenges, assets, and opportunities within the community. Analyze data and prioritize areas for intervention.

  • Project Planning and Implementation: Develop and implement community development projects and initiatives in collaboration with stakeholders. This may include infrastructure development, capacity-building programs, livelihoods support, and social welfare initiatives.

  • Resource Mobilization: Identify funding sources, grants, and partnerships to support community development projects. Prepare project proposals, budgets, and fundraising strategies to secure financial resources.

  • Capacity Building: Provide training, workshops, and technical assistance to community members to enhance their skills, knowledge, and capacities. Topics may include leadership development, project management, financial literacy, and sustainable agriculture.

  • Advocacy and Networking: Advocate for the needs and rights of the community at local, regional, and national levels. Build partnerships with government agencies, NGOs, donors, and other stakeholders to leverage resources and influence policies.

  • Monitoring and Evaluation: Monitor the progress and impact of community development initiatives. Collect data, measure outcomes, and solicit feedback from beneficiaries to assess effectiveness and identify areas for improvement.

  • Conflict Resolution: Mediate conflicts and disputes within the community, including issues related to land tenure, resource allocation, and interpersonal conflicts. Facilitate dialogue, promote reconciliation, and implement conflict resolution mechanisms.

  • Environmental Sustainability: Promote environmental conservation and sustainable resource management practices within the community. Raise awareness about environmental issues, facilitate tree planting campaigns, and support eco-friendly initiatives.

  • Social Inclusion and Gender Equality: Ensure that community development programs are inclusive and equitable, addressing the needs of marginalized groups such as women, youth, persons with disabilities, and ethnic minorities. Promote gender equality and women's empowerment across all activities.

Qualifications and Competencies

  • Education: A bachelor's degree in community development, social work, sociology, international development, or a related field is typically required. Advanced degrees or specialized training may be preferred for certain positions.

  • Experience: Previous experience in community development, grassroots organizing, or social work is often preferred, particularly in roles involving project management, facilitation, and community engagement.

  • Interpersonal Skills: Strong communication, facilitation, and interpersonal skills are essential for building relationships, resolving conflicts, and mobilizing community members.

  • Analytical Skills: The ability to assess community needs, analyze data, and develop strategies for intervention is important for effective community development practice.

  • Cultural Competency: Sensitivity to cultural differences, local customs, and social norms is critical for working effectively with diverse communities.

  • Organizational Skills: Excellent organizational skills, time management, and attention to detail are necessary for managing multiple projects, deadlines, and stakeholders.

  • Adaptability and Resilience: The capacity to work in diverse and challenging environments, often with limited resources and under pressure, requires adaptability, resilience, and a positive attitude.

  • Commitment to Social Justice: Dedication to promoting social justice, human rights, and sustainable development principles is fundamental to the ethos of community development work.

Applications are invited from suitably qualified Ugandans to fill the following posts which exist in Apac District Local Government and Apac Municipal Council.

Applications should be submitted in triplicates filled in own hand writing on Public Service Commission Form 3 (Revised 2008) to the Secretary, District Service Commission, P.O. Box 1, Apac . Serving Officers should route their applications through their Heads of Departments or responsible officers for endorsement who should be informed of the closing date to avoid delay.
