Context & Environment
The Tilenga Project is one of the most ambitious and logistically complex industrial developments within TotalEnergies today. Situated in a remote and environmentally sensitive region of Uganda, the oilfields span a protected National Park, Nile River wetlands, and densely populated rural areas.
Key project attributes:
Factory drilling with a new well delivered every 4 days, using 3 drilling rigs simultaneously.
Emphasis on standardization, logistics efficiency, and rigorous HSE enforcement.
Multicultural and multi-contractor environment, with operations governed by Ugandan regulations, international codes, and TotalEnergies’ internal referentials.
Following Final Investment Decision (FID) in Q1 2022, drilling operations began in Q2 2022, with Ready for Start-Up (RFSU) targeted for July 2026.
Duties, Roles and Responsibilities
Commissioning Preparation & Engineering
Supervise and support the EPSCC Contractor in the development of commissioning plans, including:
Scheduling
Organizational structure
Material and manpower requirements
Ensure all commissioning preparations align with OPERCOM methodology and TotalEnergies specifications.
Review and validate commissioning procedures, method statements, engineering drawings, execution plans, and vendor documentation.
Identify and develop all operational and interface documentation between stakeholders.
Oversee population and validation of the ICAPS database.
Define handover plans and coordinate with all relevant internal and external stakeholders.
Management & Coordination
Lead a multidisciplinary team of staff, contractors, and vendors for all commissioning preparation and execution activities.
Coordinate all commissioning activities with:
Construction teams
Package Managers
Operations
EACOP Pipeline Commissioning Team
Drive daily site commissioning meetings to ensure alignment and execution readiness.
Support the Interfaces Manager in defining and executing the interface strategy across packages.
Commissioning Execution
Lead the safe and efficient execution of commissioning activities with a focus on Safety, Quality, and Schedule.
Coordinate daily activities with other disciplines to ensure commissioning targets are achieved.
Provide technical leadership and serve as the go-to person for all commissioning-related issues.
Manage resources, vendors, and subcontractors involved in commissioning.
Supervise test record approvals and updates to the ICAPS database.
Ensure mark-up drawings and as-built documentation are completed accurately.
Oversee Pre-Start-Up Safety Reviews (PSSR) prior to major equipment/system start-ups.
Ensure timely mobilization of spares, consumables, and vendor support.
Review and update the risk register, proposing mitigation strategies as necessary.
Punch List, RFC/AOC & Handover
Lead and coordinate RFC (Ready for Commissioning) and AOC (Achievement of Commissioning) walkdowns with contractors and company reps.
Manage Punch List clearance, escalating technical challenges and implementing cost-effective solutions.
Coordinate post-handover activities between Contractor and Operations teams.
Ensure proper documentation and timely closure of RFC/AOC dossiers.
Reporting & Documentation
Prepare comprehensive commissioning reports, including project close-out summaries.
Participate in planning meetings and commissioning reviews throughout all project phases.
Regularly track progress and escalate any issues affecting milestones.
Qualifications, Education and Competencies
Qualifications & Experience
Diploma (or higher) in a technical discipline (Mechanical, Electrical, Instrumentation, or related field).
Minimum 12 years of experience in oil & gas commissioning, with proven leadership in large-scale EPC projects.
In-depth knowledge of:
Oil and gas production operations
Commissioning methodologies (OPERCOM/ICAPS)
Multidisciplinary project environments
Skills & Attributes
Proven ability to lead multi-disciplinary teams including contractors and vendors.
Strong understanding of E&P project lifecycles and commercial/technical risks.
Demonstrated experience managing SIMOPS, interfaces, and commissioning planning.
Excellent organizational, communication, and problem-solving skills.
High proficiency in Microsoft Office and standard project reporting tools.
