Job Purpose
ADRA Uganda is seeking a dynamic Advocacy and Public Relations Officer to lead strategic advocacy and communications for the TOGETHER Project. The role focuses on promoting policy change, empowering grassroots women’s organizations, amplifying the voices of adolescent girls and women, and enhancing the visibility of project outcomes. The officer will play a key role in engaging stakeholders, fostering community-driven advocacy, and strengthening inclusive SRHR and SGBV responses at local and national levels.
About the Project
The TOGETHER Project is a six-year, multi-country initiative funded by Global Affairs Canada (GAC) and ADRA Canada, implemented in Uganda by ADRA Uganda. Running from September 2021 to August 2027, it targets the improvement of health-related rights for marginalized adolescent girls, women, and children under five. The project emphasizes sexual and reproductive health and rights (SRHR), sexual and gender-based violence (SGBV) response, nutrition, inclusive health systems, and community-led advocacy in the districts of Agago, Kitgum, Lamwo, and Pader.

How to Apply
Lead the development and regular review of the project’s Advocacy Strategy, Policy, and Action Plans in line with TOGETHER’s objectives.
Coordinate advocacy efforts with local and national duty bearers to influence policy changes and improve adolescent-friendly SRHR and SGBV services.
Mobilize and engage community leaders, religious figures, and government stakeholders to support action against unintended pregnancies and gender-based violence.
Facilitate training, mentorship, and capacity building for grassroots women’s organizations in advocacy, strategic planning, and organizational development.
Provide technical and/or financial support to local CBOs for conducting advocacy campaigns that challenge harmful gender norms and promote women’s health rights.
Strengthen and coordinate advocacy networks to unify grassroots voices and ensure consistent messaging and action.
Produce and disseminate advocacy materials, including success stories, case studies, and feature articles for newsletters, media outlets, and digital platforms.
Build and maintain media relations and partnerships with civil society, donors, and advocacy coalitions.
Assess and build the advocacy capacity of ADRA staff and implementing partners, in collaboration with donors and project stakeholders.
Promote the Rights-Based Approach (RBA) within the project and conduct training for staff and partners on advocacy frameworks and tools.
Monitor implementation of advocacy plans and evaluate their impact at both grassroots and policy levels.
Represent ADRA Uganda at national and regional advocacy events, working groups, and relevant forums.
Prepare and submit detailed monthly, quarterly, and annual reports capturing progress, lessons learned, and advocacy achievements related to SRHR, SGBV, and gender equality.
Bachelor’s degree in Communications, Public Relations, Development Studies, Social Sciences, or a related field.
A Postgraduate Diploma or Master’s in Gender Studies, Public Policy, or Human Rights is an added advantage.
Minimum of 3 years’ experience in advocacy, rights-based programming, or media and public relations within development or humanitarian settings.
Demonstrated success in grassroots advocacy, coalition-building, and working with civil society organizations.
Strong stakeholder engagement and communication skills, particularly with local governments, CSOs, and community leaders.
Proven capacity-building experience, particularly in training and mentoring community-based organizations.
Excellent writing, reporting, and storytelling skills.
Proficiency in media engagement, digital communications, and public speaking.
Fluency in English; knowledge of Acholi or other local languages is a strong asset.
Willingness to frequently travel to rural districts and work in diverse, often remote, cultural contexts.
Alignment with ADRA Uganda’s Christian values, and commitment to inclusion, gender equality, and safeguarding principles.
