About the Project:
The project Innovating Horticulture in Eastern Africa will be implemented in Ethiopia, Uganda and Kenya between the German Federal Ministry of Economic Cooperation and Development (through GIZ) and the Gates Foundation. The aim is to support the development of the horticulture sub-sector in the Common Market for Eastern and Southern Africa (COMESA) and East African Community (EAC) trading blocks.
Agricultural Development (AgDEV), in partnership with governments across sub-Saharan Africa and South Asia, aims to drive inclusive, country-led agricultural transformation by empowering small-scale producers (SSPs). This is achieved through investments in scalable innovations that improve incomes, nutrition, and resilience in agri-food systems, while also promoting gender equity and economic growth. A key player in this initiative is the Gates Foundation’s Agriculture Delivery Systems (ADS) team, which focuses on region-specific innovations and support systems to boost productivity and resilience among SSPs. Their strategy targets breakthrough innovations, risk mitigation, and resolving systemic challenges in agriculture.
As part of this broader vision, the Gates Foundation is proposing an investment to strengthen the COMESA-EAC Horticulture Accelerator (CEHA), a regional technical assistance platform supporting five East African countries. These nations see horticulture as a strategic growth area for job creation, especially for women and youth, enhancing exports, and improving nutrition. The investment will support governments in refining horticulture priorities, mobilizing financing, and removing policy and regulatory barriers to enable private-sector innovation. Interventions such as biofertilizers and irrigation will be scaled, and complementary efforts by partners like GIZ and financing mechanisms like the MCF will be aligned to amplify impact. The ultimate goal is to double the horticulture sector’s value from $4 billion to $8 billion by 2031, advancing food security and inclusive economic growth across the region.
In Uganda, the project activities are implemented as part of the Rural Development Focal area under the PRUDEV Programme.
Job Summary: GIZ Uganda is recruiting an Advisor to to coordinate all activities of the Innovating Horticulture in Eastern Africa project, in Uganda.
Duties, Roles and Responsibilities
The Advisor will;
Lead the full cycle of horticultural project activities – from planning and preparation to implementation and reporting – taking ownership of results and outcomes.
Drive engagement and collaboration with the CEHA Uganda chapter to strengthen its support to the horticultural subsector, identifying opportunities and solutions proactively.
Foster strong cross-border partnerships with GIZ teams in Ethiopia and Kenya, ensuring smooth coordination and alignment of joint activities.
Strengthen linkages among stakeholders at national and sub-national levels, actively identifying synergies and promoting cooperation.
Provide hands-on technical advisory and capacity-building support to sector associations, anticipating challenges and offering practical solutions.
Identify, prepare, and support agribusinesses for investor readiness, taking initiative to unlock opportunities and drive sustainable growth.
Specific Tasks
Coordination / Advisory Services
Lead coordination of project activities at national and sub-national levels, proactively ensuring smooth implementation and effective organizational planning with all partners.
Drive CEHA Uganda’s horticulture roadmap development, supporting organizational development, sustainability initiatives, and private sector linkages with initiative and ownership.
Facilitate high-impact policy dialogues and stakeholder exchanges, identifying opportunities to influence and improve sector practices.
Provide strategic advice and knowledge support to counterparts, actively promoting learning, innovation, and increased awareness across the avocado value chain.
Raise awareness and advocate for horticulture nationally, engaging relevant stakeholders with clear, proactive communication.
Build and maintain strong relationships with agribusinesses, traders, and farmer cooperatives, and advise on a capacity development strategy to support effective farmer training.
Develop, implement, and continuously improve quality assurance measures, proposing solutions and initiatives to enhance services provided by consultants and partners.

Proactively build and strengthen partnerships, and dialogue with relevant national organisations like CEHA Uganda chapter and various stakeholders, and private sector actors including agribusinesses/off takers, traders, cooperatives and farmers.
Facilitate experience-sharing and knowledge exchange between relevant actors on district and regional level.
Maintain and enhance cross-border collaboration with the respective projects in Ethiopia and Kenya and relevant colleagues

Development of knowledge and communication material; information dissemination
Prepare high-quality contributions for project reports, including annual and donor-specific reports (e.g., GIZ, Gates Foundation), demonstrating initiative in capturing and communicating results.
Lessons learned from the design and implementation of these schemes are shared publicly to promote replication and scaling of the models within the targeted countries and across other COMESA member states

Qualifications, Education and Competencies
Bachelor’s degree in in Agribusiness, Agricultural Economics, Economics, Business Management or Marketing.
Professional certification in one of the listed is added advantage, Project Management, Value Chain Development, Agribusiness, or Marketing.
Details of experience
5 years in years’ professional experience in a comparable position, with a proven track record of autonomous project management and independent decision-making.
Demonstrated experience in leading multi-stakeholder initiatives and coordinating with partners across countries without need for constant supervision.
Documented history of successful advisory and capacity-building interventions that required minimal oversight.
Evidence of applied professional experience in horticulture or value-chain projects is preferred.
Knowledge, skills and competences
Highly self-motivated and self-directed, with a proactive approach to problem-solving.
Ability to prioritize tasks, plan ahead, and manage complex activities independently.
Experience in mentoring and guiding colleagues rather than requiring close supervision.
Strong interpersonal skills and the ability to work within a team and independently
Strong self-organisation and pro-active work approach
Flexibility and ability to multi-task and work in an international team.
Excellent writing and communication skills.
Proven administrative, organisational and management skills.
Very good working knowledge of standard ITC technologies.
