The Electoral Commission, established under Article 60 of the Constitution of the Republic of Uganda and mandated to, among other responsibilities, organize and conduct regular free and fair elections and referenda, invites applications from suitably qualified candidates to contribute their skills, ideas, and energy while serving in teams with enthusiasm, purpose, and excellent client care to fill vacant positions on a Short-Term Engagement Basis within its establishment.
To effectively fulfill its mandate, the Electoral Commission is looking for competent persons with the required skills who will be able to work with minimum supervision for the position of District/City Tally Clerk. Job Title/Position: District/City Tally Clerk
Duty Station: District/City Tally Centre
Reports to: Returning Officer / Election Administrator
Technical Supervisor : IT Support Officer
Engagement Type: Short-Term (Between 10th January – 10th February, 2026)

Job Purpose
To timely capture and verify election results from the Declaration of Results (DR) Form into the Election Results Software for the 2026 General Elections.
Duties, Roles and Responsibilities
Capturing the election results from the official DR form into the results management system.
Verifying captured results against the official DR form to ensure completeness and correctness.
Ensuring that all results for each elections are fully captured and accounted for in the results management software.
Maintaining strict confidentiality and integrity of all election data and documents.
Ensuring proper filing and safe storage of DR forms after capturing the results in the software.
Setting up the Tally equipment at the Tally Centre as guided by the Returning Office and the IT Support Officer
Testing and checking of the software to ensure that all administrative units and candidates have been put in the software for each elective area.
Responsible for the security of the Tally equipment they will be using and the DR forms under their custody at the time of entry.
Unpacking all tally equipment for the security of the tally venue and back to district offices for safe custody.
Any other duties that nay be assigned by the supervisors.
Qualifications, Education and Competencies
Minimum of Uganda Advanced Certificate of Education (UACE) or its equivalent.
Diploma holders with proven experience of data entry shall be desirable.
At least six months data entry experience or experience in similar electronic/clerical records work is an added advantage.
Key Competences and Skills
Good computer skills with fast and accurate data entry.
Strong attention to detail and ability to work with numbers.
Ability to work under pressure and for long hours especially at night.
Good communication and teamwork skills.
High level of integrity honesty and professionalism.
Ability to follow instructions and standard operating procedures.
Physically able to work long night shifts throughout the election results tallying period.
A shortlist of candidates to appear for interviews will be pinned at the respective offices of the District Returning Officers/Returning Officers, indicating the dates and venues for conducting interviews.

Application Procedure
Typed applications with comprehensive CVs, showing the applicant’s contact address with daytime telephone numbers registered in the applicant’s names, addresses, referees and hardcopies of academic transcripts, certificates, and the National Identification Card should be addressed and hand-delivered to the respective District Election Administrator, not later than 12th December, 2025.
Envelopes should be clearly marked at the top with the words: “Application for the post of District/City Tally Clerk.”
