1. Project Overview
The Government of Uganda (GoU), with financing from the International Fund for Agricultural Development (IFAD), is implementing a ten-year National Oil Palm Project (NOPP) through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) as the Lead Project Agency. The project works in partnership with other government agencies, private sector actors, and farmer organizations.
2. Project Goal and Objectives
The overall goal of NOPP is to achieve inclusive rural transformation through oil palm investment.
The development objective is to sustainably increase rural incomes by establishing an efficient, environmentally sound, and socially responsible oil palm industry.
Expected Outcomes
Sustainable supply chains for oil palm growers established.
Household livelihoods diversified and community resilience strengthened.
An enabling environment created for scaling up sustainable oil palm investment.
3. Project Components
Component 1: Scaling-up Smallholder Oil Palm Development
Establish sustainable commercial partnerships between smallholder growers and private processors. NOPP targets 11,000 growers cultivating approximately 19,700 hectares across four new hubs and Kalangala (where production already exists).
Component 2: Livelihoods Diversification and Resilience
Support alternative income-generating opportunities and mitigate social and environmental risks in oil palm communities.
Component 3: Oil Palm Sector Development Framework
Strengthen institutional and policy frameworks for sustainable sector growth, and build national capacity for oil palm research and development.
4. Oil Palm Development Hubs
NOPP is being implemented across five oil palm hubs:
Kalangala
Buvuma
Mayuge (covering Mayuge, Bugiri, and Namayingo Districts)
Greater Masaka (Kyotera, Kalungu, and Masaka Districts)
Greater Mukono (Mukono and Buikwe Districts)
Each hub will establish a Hub Coordination Unit responsible for farmer mobilization, recruitment, and technical support for oil palm production. These units will work closely with the Project Management Unit (PMU) and private sector partners (e.g., BIDCO/OPBL) to implement field activities.

General Responsibilities of Hub Teams
Hub Offices will coordinate the planning, execution, and reporting of project activities in collaboration with:
The NOPP Project Management Unit (PMU)
District Local Governments
Private sector partners (BIDCO and its subsidiaries)
Key responsibilities include:
Mobilizing and organizing smallholder farmers into viable oil palm production groups.
Providing technical support and guidance on oil palm production and management.
Ensuring proper record keeping, including farmer profiles, acreage, and input usage.
Implementing project activities in line with the loan agreement, IFAD requirements, and GoU regulations.
General Qualifications and Competencies
Applicants for all positions should:
Be Ugandan citizens.
Have general knowledge of project and business management, including work planning, budgeting, and reporting.
Be computer literate, proficient in Microsoft Word, Excel, and Internet use.
Be self-motivated, able to work under minimal supervision and meet deadlines.
Be fluent in English (spoken and written) with excellent report-writing skills.
Possess strong communication, negotiation, and teamwork skills.
Be conversant with rural development and gender equity strategies.
Have working knowledge of GoU policies, procedures, and reforms relevant to agricultural development.
