Job Title: Officer Economic Analysis – 2 Positions (Fresher Jobs)
Organisation: Uganda Communications Commission (UCC)
Duty Station: Kampala, Uganda
Reports to: Senior Officer Economic Modelling
Job Summary:
To manage and analyze communications regulatory data by ensuring efficient operation of internal systems, supporting data integration, validation, analysis, visualization, and predictive modeling to strengthen regulatory oversight, compliance monitoring, and evidence-based decision-making.

How to Apply
Manage data collection, integration and preparation, ensuring accuracy, consistency, and reliability through cleaning, validation, and efficient data pipelines for recurring reporting and regulatory monitoring.
Maintain and ensure the efficient operation of all systems, including but not limited to the Central Equipment Identity Register (CEIR) and other data collection platforms.
Identify and recommend system improvements, enhancements, and integrations to strengthen reliability, ensure optimum performance, and support consistent data collection and analysis.
Perform exploratory data analysis on structured and unstructured datasets to identify trends, patterns, anomalies, and risks, providing insights that directly support regulatory oversight, audits, and evidence-based decisions.
Develop and evaluate statistical algorithms and machine learning models to forecast industry outcomes ensuring accuracy and reliability through rigorous testing and validation.
Deliver data visualization and reporting by creating dashboards, reports, and visual outputs that translate complex analyses into clear, actionable insights.
Pursue continuous learning and innovation by staying updated on trends in data science, telecom analytics, and regulatory technologies, and by recommending new methods and tools to strengthen UCC’s data analytics capacity.
Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.

Quality and clarity of data analysis reports, dashboards, and visualizations produced.
Reliability and efficiency of internal data systems maintained and supported.
Effectiveness of predictive models and analytical tools developed to support regulatory oversight.
Bachelor’s degree in Data Science, , Quantitative Economics, Information Technology, Telecommunications Engineering, or a related field.
Working Experience
Minimum of two (2) years’ experience in data science and telecommunications functions in a similar corporate setting.
Skills, Knowledge and Abilities
Technical
Proficiency in Python and R for data analysis, statistical modeling, and machine learning.
Proficiency in SQL for database querying, integration, and reporting.
Experience in managing and troubleshooting Linux-based backend systems, including scripting, automation, and system monitoring.
Proficiency in big data tools and frameworks such as ClickHouse, PostgreSQL, Hadoop, Spark, or Superset.
Ability to build data pipelines and integrate multiple data sources to support regulatory reporting.
Understanding statistical methods, predictive modeling, and machine learning techniques.
