Eastern and Southern Africa Small-scale Farmers’ Forum (ESAFF) is a farmer-led advocacy movement aimed at influencing favorable agriculture policies and practices at global, continental, regional, national, and local levels. Established to unite small-scale farmers into a social movement, ESAFF Uganda is now the largest small-scale farmer advocacy network in Uganda, comprising 12,588 farmer community organizations across 54 districts.

Job Description
The Policy and Research Program Support Personnel will be responsible for supporting ESAFF Uganda's overall advocacy efforts. Reporting to the Programmes Manager, the role involves leading policy research, analysis, and dissemination, fostering partnerships, supporting resource mobilization, and enhancing skills in research and advocacy. The officer will also lead engagements with government bodies to advocate for small-scale farmer interests.
Duties, Roles and Responsibilities
Lead policy and advocacy campaigns in collaboration with thematic working groups and stakeholders.
Build and maintain strategic partnerships and mobilize resources for research and policy influencing programs.
Conduct and lead policy research, analysis, and dissemination of advocacy materials at the continental, regional, and international levels.
Develop evidence-based policy solutions aligned with ESAFF Uganda’s strategic priorities.
Enhance skills of members and staff in research and policy advocacy.
Build coalitions with like-minded organizations to develop policy positions for change.
Engage with district local governments and national government bodies to advocate for small-scale farmer priorities.
Support the communication department in creating policy papers, statements, declarations, and analysis on evolving policy trends.
Foster relationships between small-scale farmers and local government officials.
Prepare high-quality narrative and quantitative reports, tracking relevant indicators and outcomes.

Qualifications, Education and Competencies
Education: Bachelor’s degree in Agricultural Economics, Policy Studies, Law, Development Studies, or a related field.
Experience: Experience in research, policy advocacy, or community development.
Skills:
Strong analytical and research skills.
Excellent communication and interpersonal abilities.
Proven ability to collaborate with diverse stakeholders.
Demonstrated capacity to develop evidence-based policy solutions.
