The Uganda National Oil Company (UNOC) Limited was established under the Petroleum (Exploration, Development, and Production) Act and the Petroleum (Refining, Conversion, Transmission, and Midstream Storage) Act, both of 2013. It was incorporated under the Companies Act, 2012, as a limited liability company wholly owned by the Government of Uganda.
UNOC's primary mandate is to manage the State's commercial interests in the oil and gas sector and ensure sustainable exploitation of these resources.

Job Description
The National Content Officer will be responsible for coordinating day-to-day national content activities, ensuring compliance with national content regulations, and supporting capacity-building initiatives. This role involves collaborating with internal and external stakeholders to enhance the participation of Ugandans in the oil and gas sector.
Duties, Roles and Responsibilities
Support procurement processes by reviewing national content elements in tenders and contracts.
Facilitate skilling initiatives for Ugandans through training and capacity-building programs.
Review, evaluate, and validate national content proposals (plans and commitments) in procurements.
Ensure accuracy of national content requirements in contracts.
Monitor compliance with national content regulations by UNOC contractors and suppliers.
Create and present national content performance reports.
Coordinate supplier engagements and external events related to national content promotion.
Monitor and report on both internal and external national content implementation and performance.
Implement and report on national content work program activities accurately and on time.
Support other aspects of national content, including audits and method improvement.
Perform any other duties as assigned by the supervisor.
Qualifications, Education and Competencies
Bachelor’s Degree (Honors) in Business Administration, Human Resource Management, Public Administration, Engineering, Physical Sciences, Procurement, or a related field from a recognized university.
Minimum of four (4) years of relevant experience in the oil and gas sector or a busy manufacturing, construction, or service industry environment.
Knowledge and understanding of procurement, contracting, and Uganda’s oil and gas activities, including related laws and regulations.
Familiarity with skilling and training practices in the oil and gas sector.
Proficiency in applying national content laws, policies, and guidelines.
Knowledge of procurement planning and contract management.
Monitoring and evaluation skills.
Strong collaboration, coordination, and stakeholder management abilities.
Research and benchmarking skills.
Excellent communication, engagement, and report writing skills.
