About the Organisation (Buyer)

Reach Out Mbuya Community Health Initiative formerly known as Reach Out Mbuya Parish HIV/AIDS Initiative (ROM) is a community-based non-governmental organization working with the urban and rural poor communities currently in 6 districts and ready to expand further. ROM provides a unique model of care to People Living with HIV and where necessary their families; taking care of the medical, social, emotional, and economical aspects of their lives to foster dignified living.

The program initiated in May 2001 at Our Lady of Africa Mbuya Catholic Parish to address the AIDS scourge in the slum communities of the Parish has since experienced rapid growth scaling up further beyond the parish jurisdiction. Starting with 14 HIV+ clients in 2001, currently ≥7000 are served annually.

TERMS OF REFERENCE (TOR) PROCUREMENT OF ENTERPRISE RESOURCE PLANNING (ERP) SYSTEM

Background: Reach Out Mbuya Community

Procurement Module: Manage supplier Health Initiative (ROM) with funding from CDC is implementing a five (5) year HIV project in Kampala Region aimed at accelerating HIV epidemic control, enhancing health systems and provision of high-quality HIV care services.


Objective: ROM is seeking a robust Enterprise Resource Planning (ERP) system, preferably Microsoft Dynamics 365 Business Central This system will streamline daily operations, improve data accuracy, and enhance decision- making across the organization.

Compatibility: Evaluate the either Microsoft Dynamics 365 Business Central or Microsoft SharePoint.


ERP System Scope of Work:

  • Manage Human Resources (HR), Finance, Budgeting, Inventory, and Procurement.

  • Integrate seamlessly with existing Microsoft 365 environment.

  • Provide user-friendly interfaces for efficient workflows.

Key functionalities include:

  • HR employee Module: Streamline onboarding, payroll, leave management, performance reviews, and more.

  • Finance Module: Manage general ledger, cash flow, bank reconciliation, and financial reporting.

  • Budgeting Module: Create budgets, track variances, and control spending.

  • Inventory Module: Track stock levels, manage purchases, and optimize inventory costs.


NB: Vendors can either apply for modules they Central or can apply for one depending on their can develop using both SharePoint and Business expertise.


We are looking for Service Providers who can:

Demonstrate strong experience with Microsoft Dynamics 365 Business Central or Integration with Microsoft 365 SharePoint.

Showcase a proven track record of successful ERP implementations in the non-profit sector.
