About the Organisation (Buyer)

CNOOC International is one of the largest oil and gas companies in Uganda's energy sector and owns one-third interests in each of Exploration Areas (EA) EA1/1A, EA2 and Kingfisher. Our partners are Total E&P Uganda (33.3%) and Tullow Oil (33.3%). CNOOC International operates the Kingfisher production license.

These blocks, located in the Lake Albert Rift Basin, are in one of the most promising basins for oil and gas resources in Africa.

In 2016, development and production licenses for eight oil fields in the EA 1 and EA 2 blocks were issued by the government. In 2017, the front-end engineering design (FEED) of the blocks was initiated and the intergovernmental agreement for an oil pipeline was signed and the FEED was completed.

CNOOC International also completed the FEED for ground construction and drilling on block EA 3A in 2017.

  • CNOOC Uganda Limited, a subsidiary of China National Offshore Oll Corporation (CNOOC), is inviting qualified third-party companies to express their interest in participating in the Annual Reserves and Resources Audit for the years 2023-2025. As the operator of the Kingfisher Discovery Area In Kikuube District, Western Uganda, CNOOC Uganda Limited seeks expertise to ensure transparency and accuracy in this crucial audit.

  • CNOOC Uganda Limited is seeking qualified third-party companies to participate in the Annual Reserves and Resources Audit for the years 2023- 2025, covering the Kingfisher and also Tonya Olfelds.


Overview

  • CNOOC Uganda Limited invites bids for the audit of assets in the Kingfisher olifield, upside-Kingfisher West, and the Kalso-Tonya olifield group. The Kingfisher offeld, situated in Block EA3, boasts a significant estimated production start by 2026. The Kaso Tonya ollfield group, in the southern area of EA2, comprises Waraga, Mputa, and Nzizi olifields.


Introduction of EAS Discovered Oll Field and Upelde

  • Kingfisher Olfeld

  • Comprehensive details of the field's structure, reservoir, and wells. Base case STO||P of 570.4 MMBBL and associated gas of 149.3 BCF. Water flood development plan with 31 wells for a recoverable reserve of 186 MMBBL

  • Kingfisher West

  • Preliminary research indicates a base case resource of 1204 MMBO and associated gas of 316 BCFIntroduction of Kaleo Tonya Oll and Gas Field Group in the South of EA2

  • Waraga Olfeld

  • Development plan with 10 wells and STOIP of 95.3MMBO. 3.2 Mputa Olfeld

  • Complex fault-block reservoirs with STOIP of 97.3MMBO. First-phase and second-phase development plan with 89.9MMBO.

  • Nzizi Oil and Gas Field

  • Complex fault-block reservoir with P50 STOP of 22.7MMBO. Gas reservoir development plan with a recovery rate of 83%

  • Scope of Work for the Third-Party Reserves-Resources Audit Audit contents include total petroleum volume, recoverable resources, economic evaluations, and resource classifications.

  • Compliance with Ugandan regulations and PRMS standards. Deliverables include an audit report approved by the Petroleum Authority Uganda (PAU).


Should you be interested in participating in the tendering process, please provide the below minimum requirements based on which successful bidders shall be contacted for subsequent stages of the bidding process.

  • Updated company profile.

  • QHSE policy, procedure and process in compliance with Uganda petroleum regulations, the IFC Performance Standards and the International Industry standards.

  • Similar project experience within the last 5 years, especially in Uganda. d. Qualified and experienced personnel, including their availability.

  • Adequate equipment and tools required for the services compliant with Industry standards.

  • Financial capability to deliver the services (provide 3 years recent audited financials).

  • Commitments to National Content requirements of the Government of Uganda.

  • Evidence of registration on the National Supplier Database (NSD) with the Petroleum Authority of Uganda (PAU).

  • Joint Venture Partnerships with Ugandan Companies are encouraged, however, JVs shall require PAU approval before submission of bidding documents

  • Proven record of sound business Integrity. Completion certificates and client recommendations to be provided.

  • Bidders should strictly comply with Regulation 9. Priority of Ugandan goods and services during procurement and Regulation 10. Contracts for goods and services to be exclusively provided by Ugandan citizens and companies of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non- compliance.

  • Parent company and its subsidiary are not allowed to participate in the bidding for the same tender. Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void.
