About the Organisation (Buyer)
CNOOC International is one of the largest oil and gas companies in Uganda's energy sector and owns one-third interests in each of Exploration Areas (EA) EA1/1A, EA2 and Kingfisher. Our partners are Total E&P Uganda (33.3%) and Tullow Oil (33.3%). CNOOC International operates the Kingfisher production license.
These blocks, located in the Lake Albert Rift Basin, are in one of the most promising basins for oil and gas resources in Africa.
In 2016, development and production licenses for eight oil fields in the EA 1 and EA 2 blocks were issued by the government. In 2017, the front-end engineering design (FEED) of the blocks was initiated and the intergovernmental agreement for an oil pipeline was signed and the FEED was completed.
CNOOC International also completed the FEED for ground construction and drilling on block EA 3A in 2017.

CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Holma and Kikuube Districts.
EXPRESSION OF INTEREST (EOI) FOR PROVISION OF CUSTOMS BONDED WAREHOUSE
(CFT REF: RFP CUL-LD-00691).
CNOOC invites Expression of Interest (EOI) from professional competent companies for provision of Customs Bonded Warehouse covered by the following:
Provision of customs bonded warehouse and warehouse management services;
Rant for a customs bonded warehouse for a period of 3 year in a radius of 100km from KFDA with clear access road. (Specs: 800sqm indoor storage, 13.som of a cold room 1500sqm of open storage yard, 1500sqm parking space. 1500sqm parking space, CCTV surveillance, good internat connection, perimeter fence, etc
Provision of Customs Bonded warehouse Management services, including: licence, labour, Operational management system, sufficient bond guarantee (BIF: uad 5.36M),
Approved inspected ifing Equipment, qualified equipment operators, etc
NB: Detailed scope of work to be issued to those who will have passed pre-qualification stage
Minimum Requirements:
Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector.
Experience of QHSE policy procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards
Performance and/or provision of similar services, products and/or equipment in Uganda, East Africa or international Financial capacity to undertake the eventual contract
Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda Possession of relevant certification licensing from the regulator as well as other national and international bodies: Possession of relevant certification/licensing from national and international bodies:
EOIs from suitable partnerships and consortiums/ventures for the provision of the required services and/or equipment are encouraged. Preference shall be given to suitably qualified in-country registered entities demonstrating commitment to statutory National Content requirements for oil and gas operations
Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS 2016. Any non-compliance may lead to direct disqualification and bidders should solely bear all the risks and consequences caused by the non-compliance. Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender. or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void.
