About the Organisation
The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.
The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.
Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:

Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)
NGOs, CBOs, and existing Young Africa Works partners

Job Description
Reporting to the Technical Advisor, Youth Skilling & Workforce Development and with a dotted reporting line to the youth engagement lead partner, the WEA Specialist will champion youth agency by ensuring the active participation of young women in project design, implementation, monitoring, and learning processes. This includes developing tools and guidelines, organizing youth-led events, strengthening youth-led enterprises, supporting consortium partners, and coordinating stakeholder engagement to foster a youth-inclusive environment.
Duties, Roles and Responsibilities
Conduct mapping of youth engagement across partners, including policy, systems, and practices.
Develop and roll out youth participation tools, materials, and guidelines, and train partner staff on effective implementation.
Ensure active engagement of young women across various project functions, including enrollment, staffing, training, curriculum design, monitoring, and evaluation.
Organize regional experience-sharing events and annual stakeholder meetings to enhance youth engagement.
Support partners in executing youth-led events like exhibitions, career fairs, exposure visits, and innovation competitions.
Document and share best practices, innovations, success stories, and scalable models in collaboration with the M&E and Communications teams.
Engage local governments and partners to integrate youth-led enterprises into district and local budgets.
Motivate and mobilize young people to enroll in TVETs, including organizing TVET community engagement events.
Qualifications, Education and Competencies
Bachelor’s degree in Social Sciences, Development Studies, Education, or Psychology; Master’s degree is an added advantage.
Postgraduate Diploma in Project Planning and Management is an added advantage.
Minimum 5 years’ experience in youth engagement, empowerment, or youth development within a consortium framework.
Experience working with MDAs, TVETs, private sector, and development organizations.
Proven capacity building experience with local implementing partners.
Skilled in youth-centered programming and strategy development.
Experience in developing operational tools (curricula, policies, and guidelines).
Strong facilitation and communication skills, especially with youth groups.
Proficiency in participatory methodologies and gender-inclusive approaches.
Ability to work effectively in refugee-host community settings is an added advantage.
Strong interpersonal, teamwork, report writing, and networking skills.
Flexibility and adaptability to travel and perform a variety of job duties in remote locations.
