Universal Health Coverage Life Course Cluster at Swedish International Development Cooperation Agency (SIDA)

The position will be filled subject to an administrative decision being made.

This position is for placement in the WHO office in Kampala, Uganda, in the Universal Health Coverage Life Course Cluster (ULC). Read the Terms of Reference document below for more information.
WHO collaborates with the UNDP JPO Service Center in the selection and recruitment process. The position is for one year at a time, for a maximum of three years.

Equity in Access to Quality Essential Healthcare Services:

The ULC aims to ensure that everyone who needs health services can access them, regardless of their ability to pay. This commitment emphasizes equitable access to essential health services for all population sub-groups.


Quality of Health Services: The ULC focuses on improving the quality of health services provided. Services should be good enough to enhance the health of those receiving them, promoting positive health outcomes.


Financial-Risk Protection: The ULC works to prevent health expenses from pushing people into financial hardship. By ensuring that the cost of healthcare does not become a burden, it contributes to financial risk protection for individuals and families.

Improving Health Workforce Deployment and Retention: The ULC prioritizes equitable deployment and retention of skilled health workers across different life stages. Adequate staffing is essential for delivering quality healthcare services.


Access to Medicines, Vaccines, and Health Products: Ensuring availability and equitable access to essential medicines, vaccines, diagnostics, and other health products is critical for achieving UHC.


Population Sub-Groups: The ULC focuses on various population sub-groups, including women, children, adolescents, and older persons. It places them at the heart of health service delivery through robust health policy planning, financing systems, infrastructure, and reliable monitoring mechanisms.

Qualification requirements:

  • Swedish citizenship or Swedish residence permit (for citizens from non-OECD countries) with good knowledge of Swedish and some education completed in Sweden.

  • Master’s degree in a relevant subject.

  • The degree must be taken at the time of application.

  • Minimum 2, maximum 4 years of relevant paid professional experience obtained after completed college/university studies at bachelor’s level.

  • Field experience is advantageous.

  • Very good knowledge of English. Knowledge of additional official UN languages ​​is advantageous.
