Job Title: Senior Safeguarding Coordinator

Job Summary:
The Senior Safeguarding Coordinator is a member of the Programme Department and contributes to the development of Plan International Uganda’s strategic plans – both long and short term and mainstreaming safeguarding and Preventing Sexual Harassment, Exploitation and Abuse (PSHEA) in new and on-going programs and projects. The job holder will work with the leadership team, country program team, Project Managers and Regional Area Managers to implement PIU’s strategies and interventions in Safeguarding & PSHEA that have been incorporated into operational programme plans and that the learning results are fed back into the design and adaptation of strategy.
This position directly participates in the overall programme development and implementation stages. This role does not hold a budget but works closely with the Business Development and different Project staff to ensure that safeguarding activities are duly budgeted for and the budgets are spent in the interest of safeguarding and PSHEA at all levels within the organisation.
The critical challenge for this position is ensuring that all aspects of Safeguarding & PSHEA are implemented consistently and that all stakeholders working with children and program participants follow best practices and guidelines that are provided by PIU.
This requires the job holder to:
Have good planning and organising skills ensuring that all planned activities are implemented on time and to standards.
Good relationship building abilities as they work and engage with various stakeholders.
Good influencing skills that facilitate the influencing of PIU staff, partners, and national-level and local-level stakeholders to understand programme goals.
Level of contact with children
This position has been classified as “mid contact”: Occasional interaction with children.
Duties, Roles and Responsibilities
KRA 1: Fostering a Culture of Safeguarding and PSHEA –
Work with leaders, managers and staff to create an environment where it is safe to address structural inequalities, challenge issues of power and prejudice and promote equality for children, programme participants and staff in all their diversities.
Support recruitment, orientation, ongoing training/capacity building of staff, safeguarding focal point persons to ensure high level of knowledge and expertise inline with organizational standards
Provide dedicated support and training to the management team on safeguarding and PSHEA and ensure safeguarding priorities are part of the management team meetings and action plans
Lead the planning, budgeting and ensure all safeguarding policies and procedures are implemented in all field locations and there are clear roles and responsibilities for all staff in their job descriptions
Develop and deliver safeguarding trainings, briefings, inductions and/or workshops to all staff, partners and associates based on the local and global polies and guidelines to build commitment to Safeguarding and minimize the risk of abuse to children and all program participants
Lead and, guide the process to update and contextualize any Safeguarding related IEC materials in accordance and guidance from PI Global and Regional hubs and, where necessary, grant donor requirements.
Work across PIU offices and departments to provide ongoing training and awareness raising on the PIU Safeguarding Policy.
Promote understanding of safeguarding and PSHEA standards by all staff and affiliates, including the channels/platforms and obligation for all PIU staff and program participants to immediately report known or suspected safeguarding violations.
Ensure accountable and engaged leadership in keeping children and program participants safe and protected.
Lead the annual self-assessment on management standards including coordination of the development and implementation of resultant action plans
KRA 2: Identifying and Managing Safeguarding and SHEA Risks
Risks to children and programme participants, in all their diversities, arising from their contact with or the impact of the organisation are identified and minimized. Ongoing risk management strategies for safeguarding and PSHEA are integral to all engagements, operations, processes, interventions, and activities.
Develop and keep up to date a country safeguarding risk register annually covering all business areas of the organisation and escalating issues to the leadership team as needed and putting in place and rolling out relevant mitigation measures
Support staff, partners and volunteers to take proactive steps to identify potential safeguarding and SHEA risks and actively works to mitigate and eliminate those risks.
Ensure that all child participation activities are risk assessed and appropriate measures such as SOPs are put in place to guide all activity implementation and monitoring.
Collaborate with and provide advice to key teams and/or departments within the offices to ensure that risk identification and management strategies of the country office includes assessment of safeguarding all children and programme participants and appropriate mitigating actions are developed.
KRA 3: Reporting and Response
Complaints mechanisms and reporting lines are appropriate and accessible for receiving reports of harm and abuse (including SHEA) experienced by children and programme participants in all their diversities. Responses are survivor-centred, prioritize the best interests of the child or programme participant, and are timely and efficient.
As a Safeguarding focal point for the Country Office (CO) and work with Safeguarding focal point persons at Program areas to file quarterly Safeguarding reports including case management, follow up of cases, providing reports on outcomes and trends to the country management team
Provide leadership and support in handling alleged safeguarding issues involving Plan staff, associates such as partners, consultants, volunteers and interns and sponsors and taking part in the any necessary investigations base on the set guidelines.
Review and continuously update the local (in country) reporting and response mechanism in line with global guidelines and consultation with children/young people, communities and staff.
Support Operations and program teams to put in place community feedback mechanisms in all program area; these mechanisms must be culturally appropriate, sensitive, safe and confidential for use by children and adults.
Utilize outcomes of case management/investigations to inform safeguarding and PSHEA practice improvements and wider organizational changes
Ensure that staff are aware of the process for incident reporting via the Plan International Incident reporting platform CAMMS and that there is effective management of incident reporting in CAMMS.
Ensure all reported safeguarding incidents are timely updated and responded to appropriately. This shall include direct response to specific incidents in the system and technical case management guidance to staff on ground on relevant responses.
KRA 4: Working with Safe Partners
Plan International’s partners and other external stakeholders have the commitment, skills and capacity to safeguard children and programme participants in all their diversities.
Lead partner safeguarding and PSHEA assessments as part of ongoing due diligence and use the findings to inform tailored capacity building plans for all partners
Conduct internal regular spot checks to partners and communities and provide coaching and technical support for them to act base on the findings.
Develop and roll out minimum guidelines for safeguarding and PSHEA assessment of 3rd parties that are contracted or supported to work with children and programme participants; these may include vendors, suppliers and contractors.
Participate in national level safeguarding reference/working group engagement to foster collaboration, learning and sharing on safeguarding widely with other partners and government agencies
KRA 5: Designing and Delivering Safe Programmes, Influencing and Research Work
Programming, influencing, monitoring and research work- including all such work undertaken in emergency/humanitarian settings – are designed and delivered in a manner which is safe for children and programme participants in all their diversities.
Develop and rollout guidelines and SOPs to ensure all types of engagement with, and inclusion of children and programme participants in all their diversities, give priority to their best interest and safety
Conduct safeguarding and SHEA risk assessments for all program, influencing, evaluation and research work to ensure safety of children and program participants involved and advise on relevant mitigation measures and ensure they are implemented
Ensuring communications and fundraising work (including publicity and media) preserve the privacy and dignity of children and programme participants in all their diversities
Participating in proposal writing/project design processes with the BD and the technical advisors to ensure safeguarding standards are embedded in the project design and sufficiently budgeted for
Reviewing and putting in place measures to ensure Child sponsorship programmes support the best interest of the child. Information on the child and their family, as well as contacts between sponsors and children, are handled sensitively and appropriately, to ensure they remain safe for both the child and the adults involved
KRA 6: Gender Equality and Non-Discrimination
Ensure that all Safeguarding and PSHEA policies and procedures consider gender equality and non-discrimination requirements; adopting an intersectional approach. Recognising that girls, boys, young women, young men, and children and programme participants of different gender identities may face different risks relating to their safety and protection and that all children and/or programme participants have an equal right to protection, irrespective of: age, sex, gender, nationality, ethnic origin, colour, race, language, religious or political beliefs, marital status, disability, physical or mental health, family, socio-economic or cultural background, or class.
Qualifications, Education and Competencies
Bachelor’s degree in Development Studies, Social Sciences, Social Work or a relevant degree. Post Graduate Training and/or, a background in law or understanding of the legal framework is an added advantage
At least 5 years of experience implementing Development and Humanitarian Programs in a relevant organizational context in the area of Child Protection, Safeguarding and gender-based violence.
