Ministry of Finance, Planning and Economic Development is a Government Ministry which plays an important role to ensure mobilization of public resources for the whole Government. The Ministry commonly known as Ministry of Finance is further charged to oversee how these resources are accounted for as they target to benefit all Ugandans.
The Ministry is also concerned with matters of achieving the fastest rate of economic transformation alongside emerging economies. It targets to formulate sound economic policies that lead to sustainable economic growth and development. The ministry is organized with Directorates of Budget, Economic Affairs, Accountant General’s Office and departments of Finance and Administration.
Senior Risk Management Officer job at Ministry of Finance, Planning & Economic Development
Ministry of Finance, Planning and Economic Development
Government requires the services of a Senior Risk Management Officer as part of the dedicated FCU team. The Officer will provide focused capacity, problem solving, forward thought insights and responses to improve the risk management performance.
He/she will report to the Program Finance Specialist of the RCU and work closely with the Ministry of Health teams.
Risk Monitoring
Develop and maintain a risk management framework to identify, assess, and mitigate risks effectively.
Monitor business continuity plans regularly and optimize reporting across the Grants.
Facilitate the identification and evaluation of risks, working closely with the key stakeholders.
Monitor risk mitigation plans and emerging risks, consolidate reports on risks and their status.
Undertake periodic reviews of risk management processes for continuous improvement.
Advocate for the establishment of a risk management culture within the organization.
Data Analysis, Evaluation, Monitoring, Reporting, and Tool Revision
Analyze data to provide insights into risk management performance and identify areas for improvement.
Prepare materials and reports for Management, and the Country Coordinating Mechanism (CCM.
Support the adaptation and revision of risk management tools to align with post COVID realities.
Project Management Support
Monitor performance through program risk management and quality control standards.
Coordinate risk management activities and develop and implement risk mitigation plans.
Organize consultations with relevant stakeholders and coaching on effective risk response strategies.
Quality Assurance and Compliance
Provide assurance on core business processes in risk management and governance.
Support actions to ensure compliance with grant agreements, country rules, laws, policies, procedures, and regulations.
Follow up on management letter recommendations and effective grant implementation protocols.
Continuous Improvement and Other Duties
Focus on strategic organizational risks and provide support in improving risk management processes.
Perform any other duties as assigned by management from time to time.

Routine risk and responses reports
Annual risk management plans
Updated Risk Register
REPORTING OBLIGATIONS
The Senior Risk Management Officer will be required to provide the following reports: i) Quarterly progress reports by the 15th day of the month after the end of the quarter.
ii) Annual performance reports by the 15th day of the month after the end of the financial year.
iii) An end of assignment report within two weeks after completion of the activities in the work-plan, or completion of the contract, whichever comes first.

Education
Advanced university degree in either of the following disciplines: business administration, public administration, policy and planning, management, risk management, financial management, finance, economics or a related discipline.
Professional training and certification in risk management, project management, accounting, finance, or audit.
Training in business process improvement or organizational change is an added advantage.
Experience
At least 10 years work experience, of which at least five (5) years should be strategic leadership in transformation, organizational effectiveness, strategy, reforms, and/or performance improvement.
Relevant work experience in performance measurement and management, risk management, finance, audit, or project management.
Experience in developing operational risk management tools and frameworks and integrating these in business processes and policies.
Experience in project management and demonstrable expertise in change management, with the ability to deliver impactful changes with minimal disruption.
Strong business focus and results orientation, with an excellent understanding of project dynamics for effective and impactful use of resources.
Demonstrated experience managing and delivering on time with tight deadlines and across disciplines.
Demonstrated ability for successful stakeholder management at operational and management levels within an organization.
Demonstrated ability to structure, plan and monitor, and adjust when necessary to accomplish objectives.
Working knowledge and understanding of project management principles and application in multi-cultural settings including International Public or Private Organizations.
History of holding positions with incremental responsibility over time.
Experience in risk-based auditing or risk/control activities
Competences
Good track-record in strategic thinking and creative problem-solving.
Proficiency in computerized accounting systems.
Proven analytical skills turning data into meaningful business insights and actionable information.
High degree of personal initiative and the ability to influence others.
Demonstrated interpersonal and leadership skills, tact and diplomacy.
Strong critical thinking, analytical and communication skills.
