Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project's key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.

Purpose of the Role:
The Senior Procurement Officer, reporting to the Procurement Manager, is responsible for supporting procurement operations for the Jhpiego Uganda Country Office. This includes sourcing, negotiating, purchasing, and coordinating with a wide variety of vendors and suppliers. The Procurement Officer will be responsible for the day-to-day implementation of Jhpiego’s procurement systems and procedures. They will work closely with the Procurement Manager to ensure timely and efficient procurement processes and will proactively identify and address any gaps in the system, recommending improvements as needed.
Duties, Roles and Responsibilities
Responsibilities
Provide procurement support to the Jhpiego Uganda Country Office
Perform purchasing functions including:
Sourcing quotations and negotiating prices, terms, delivery, and after-sale services with vendors
Preparing the basis for vendor selection (BVS, justifications) and forwarding to Jhpiego Baltimore for approval when necessary
Preparing documentation for prior approval and raising LPOs to forward to vendors/suppliers
Following up with vendors to ensure timely delivery of goods and services
Collaborate with Jhpiego staff to determine specifications for goods and services
Maintain and update procurement systems and records, ensuring compliance with Jhpiego Baltimore’s procurement standards
Assist in coordinating and delivery of receipts by vendors to office.
Participate in evaluating, appraising, and selecting pre-qualified suppliers/vendors.
Work closely with the Procurement Manager to ensure smooth and timely procurement processes, proactively identifying and addressing any gaps in procedures.
Ensure proper filing and archiving of procurement documents.
Perform other duties and responsibilities as assigned
Qualifications, Education and Competencies
Required Qualifications
Bachelor’s degree in supply chain management, Procurement and logistics management or a related field
Must be a Member of the Chartered Institute of Procurement & Supply (CIPS)
Minimum of six (6) years of relevant experience in procurement or administration
Preferred Qualifications
Supervisory experience is an added advantage
Knowledge of USAID rules and regulations
Experience working in a busy office environment
Proficiency in MS Word, MS PowerPoint, and MS Excel
Strong command of both written and spoken English
Broad range of administrative, office management, and computer skills
