Job Description
Job Title: Senior Officer Monitoring & Evaluation
Organisation: Uganda Communications Commission (UCC)
Duty Station: Bugolobi, Kampala, Uganda
Reports to: Manager Projects M&E
To support the implementation of the monitoring and evaluation plans and activities related to the various UCUSAF project initiatives in line with the Communications Act, UCUSAF regulations, strategic plan, UCUSAF M&E framework and international best practices.
Duties, Roles and Responsibilities
Operationalize the UCUSAF M&E framework, including developing and implementing the annual M&E plan with project performance indicators for all projects while ensuring they meet UCUSAF’s strategic objectives and contribute to national ICT goals.
Collect, analyze, and manage data related to project performance, ensuring accuracy and reliability for decision-making and reporting.
Support in conducting research studies on emerging technologies and potential areas of project intervention to achieve UCUSAF objectives.
Prepare and disseminate detailed reports on project progress, success stories, challenges, and lessons learned to the Manager M&E.
Develop and implement robust monitoring and evaluation systems to track progress, and performance of UCUSAF project initiatives to mitigate risks with timely recommendations.
Develop and implement tools and techniques to be used to collect, analyze, store, generate and disseminate the relevant M&E documentation (datasets, reports, Videos & pictures, etc.) in line with the UCUSAF M&E framework.
Review partner M&E reports (outcome & impact assessment reports) for accuracy and authenticity.
Utilize M&E findings to recommend improvements in project design and implementation, fostering a culture of continuous learning and development.
Maintain flexibility to accommodate any other duties that may be assigned from time to time
Key Performance Indicators
M&E reports.
Projects emerging issued resolved.
Timely data collected.
Timely UCUSAF project reports produced.

Qualifications, Education and Competencies
Education and Professional Qualifications
Master’s in business administration, Management, Development studies, project planning, Monitoring and Evaluation, or a related field.
Bachelor’s degree in business administration, Development studies, project planning, Monitoring and Evaluation, or related field.
Working Experience
Minimum of four (4) years of relevant working experience in social development projects
Skills, Knowledge and Abilities
Technical
Proficiency in research and development.
Skilled in monitoring and evaluation.
Strong analytical and report writing abilities.
Behavioral
Strong communication and interpersonal skills.
Demonstrated initiative and innovation.
