Job Description
The Monitoring, Evaluation and Learning (MEL) Officer will provide technical leadership and hands-on support for monitoring, evaluation, learning, and data use across The Challenge Initiative (TCI) in Uganda. The role supports geographies to strengthen routine health information systems, institutionalize data-driven decision-making (D4D), and improve the quality, availability, and use of FP and MNCH data for planning, performance management, and accountability.
Working closely with Local Governments Health Management Teams (CHMTs) and facility teams, the MEL Officer supports alignment with data management principles, strengthens data quality assurance and continuous quality improvement (CQI) processes, and facilitates timely analysis and use of data to inform adaptive program implementation. The MEL Officer works in close coordination with the Senior Field Coordinator and Technical Officers to ensure data informs strategic oversight and implementation decisions.
Duties, Roles and Responsibilities
- Adapt and support implementation of the TCI MEL framework, tools, and reporting systems in alignment with national and sub-national health information systems and donor requirements.
- Work closely with the Senior Field Coordinator and Technical Officers to ensure MEL informs strategic oversight and geography-level implementation.
- Strengthen local government capacity to collect, aggregate, analyze, and report FP and MNCH data using routine systems, including DHIS2.
- Lead and support routine data quality assurance (DQA) and HII quality checklist activities to identify data quality gaps and work with local government teams to develop and implement corrective action plans.
- Compile, analyze, and visualize program performance data to track progress against targets and identify trends, gaps, and opportunities.
- Facilitate regular data review and reflection meetings with local government teams to inform adaptive programming and course correction.
- Build capacity of geography leadership and technical teams to interpret and use data for planning, advocacy, and resource allocation.
- Document implementation progress, challenges, innovations, and lessons learned to inform program improvement and scale-up.
- Provide technical input into the design, adaptation, and implementation of evaluations/ operational research activities and support dissemination of findings to sub-national, national, and regional stakeholders to inform policy and practice.
- Monitor quality and fidelity of program implementation in collaboration with Technical Officers and Sr. Field Coordinator.
- Support preparation and quality assurance of routine program reports, dashboards, communication products in collaboration with program teams.
- Represent TCI, as appropriate, in national and regional MEL forums and technical meetings, facilitating dissemination and use of program data among government and development partners.
- Lead the team to adhere to TCI, Jhpiego, and donor MEL standards, policies, and ethical guidelines.
