Senior Investigator - Financial Investigations job at World Vision Uganda

World Vision Uganda

Job Description

As Senior Investigator, Global Financial Investigations, you will work independently with minimal day-to-day supervision to analyze incoming incident reports and whistleblower allegations, and to initiate, plan, lead, and conduct investigations into corruption and financial misconduct across WV offices. You will prepare reports documenting investigative plans, processes, and findings, and follow up on specific investigative assignments. Reporting to the Senior Manager, Financial Investigations, the successful candidate will carry out a broad range of investigative tasks and, as required, provide technical support and expertise to other investigators.

Duties, Roles and Responsibilities

Financial Investigations

  • Analyze, oversee, and conduct preliminary assessments of misconduct allegations to determine the validity of potential violations of World Vision (WV) policy or law.

  • Initiate, plan, conduct, support, and oversee investigations related to complex fraud, corruption, bribery, kickbacks, extortion, conflicts of interest, product substitution, embezzlement, theft, ethical misconduct, mismanagement, waste, and abuse.

  • Prepare and review detailed investigative documentation, including investigative plans, engagement memos, reports of investigation, Excel spreadsheets, PowerPoint presentations, and quarterly investigative reports.

  • Provide oral and written briefings to senior leadership and staff.

  • Conduct a full range of investigative activities, including analysis of EthicsPoint reports, review of documents such as financial records, research, surveillance, use of data analytics and computer forensic tools, and conducting witness and subject interviews.

  • Coordinate and conduct investigative activities in collaboration with other WV investigators, WV Global Centre (GC), National Offices (NO), Regional Offices (RO), WV legal offices, law enforcement agencies, donors, NGOs, banks, and other relevant entities.

  • Deliver high-quality, reliable, and insightful investigations into serious allegations of financial misconduct.

  • Reduce risk to WV’s reputation, assets, staff, and donors through an effective investigative capability.

  • Provide strategic insights into control and operational weaknesses and other issues requiring remediation to strengthen WV’s ministry and minimize losses.

Capacity Building and Strategic Initiatives

  • Provide investigative training and guidance to part-time investigators and junior investigators on detecting and investigating misconduct.

  • Develop and support implementation of investigation manuals and preventive measures to mitigate fraud risk.

  • Identify fraud trends and recommend appropriate actions to reduce risk to WV.

  • Support rollout and streamlining of Global Compliance, Risk, and Investigations (GCRI) strategic initiatives to improve effectiveness and efficiency of financial investigation services.

  • Lead investigative and support teams, including training and capacity building for investigators assigned to cases.

  • Align investigation goals and processes with WV 2030 objectives through collaboration with internal and external stakeholders.

  • Engage effectively and collaboratively with clients and stakeholders.

  • Recommend enhancements to Global Financial Investigations procedures and tools based on lessons learned from allegation reviews and investigations.

  • Communicate risks and high-profile investigation matters to WV management in a timely and persuasive manner.

  • Promote a Christ-centered internal investigative environment.

  • Strengthen WV’s cadre of part-time investigators capable of conducting high-quality and consistent investigations across all WV offices.

  • Support an integrated investigations function characterized by innovation, efficiency, collaboration, and optimal use of WV resources to reduce risk and safeguard assets.

  • Enhance donor confidence in WV’s investigative structures, systems, and capabilities.

  • Build strong partnerships and support with key stakeholders in Field Offices, Regions, Support Offices, and the Global Centre.
