Job Description

The Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is currently seeking a highly qualified Roving Finance Manager for its operations, based in either Nairobi, Kampala, or Hargeisa.


Overall purpose of the role
This role has a strong country focus and involves frequent travel. It is responsible for ensuring the financial health and stability of the organization within the legal entity, fostering strong donor relationships, and supporting organizational localization efforts, while ensuring full compliance with DRC procedures and guidelines at country level. The role contributes to the development of country strategies, which are translated into action plans and day-to-day operational tasks. It provides support and technical guidance to country operations while overseeing country finance activities remotely.


The Finance Manager – ROC is vested with the authority to execute management policies and responsibilities, including hiring, suspending, laying off, dismissing, or assigning employees within the Finance department, as required for operational needs.


Specifically, the Finance Manager – ROC is responsible for strengthening the skills and competencies of the finance team through coaching, training, and mentoring. The role focuses on building sustainable systems that empower team members to manage responsibilities independently and foster a culture of accountability through the implementation of clear checks and balances.


The position holds managerial responsibility for the performance of the finance team in the country office, including hiring, suspending, dismissing, or assigning finance staff, as well as managing their performance. The role oversees all finance-related tasks within the geographical area of responsibility (country office and field offices in Ethiopia), including but not limited to financial planning and analysis, cash flow management, financial risk management, budgeting and reporting, compliance, and finance capacity building for teams and DRC implementing partners.


The Finance Manager – ROC manages finance staff and sets priorities in line with the strategic direction of the country’s operations, while ensuring compliance with the finance chapters of DRC’s Operations Handbook.

Duties, Roles and Responsibilities

  • Lead and manage the finance team (including people planning, performance, well-being, staff development and exit management).

  • Support the development and implementation of financial management capacity building of staff in the Country Finance team and provide support to the Area based Finance teams.

  • Work to build the capacity of finance staff members throughout the program through frequent in-service training sessions and mentoring support.

  • Oversee the finance department for the entire operation, providing training and oversight to country office finance staff and advising and ensuring adequate support to area office finance staff.

  • In close cooperation with Area/Base Managers, reinforce existing procedures and systems for financial management and control in compliance with DRC’s Operations Handbook, internal guidelines, and donor requirements.

  • Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ.

  • Ensure compliance with relevant country statutory and other financial obligations such as tax, levies, and statutory returns.

  • Conduct monthly/weekly financial briefings to the Head of Support Services, including active participation in monthly Budget Follow Up reviews.

  • Ensure thorough and effective budgetary control in the country programs.

  • Liaise with relevant Managers and budget holders on key financial issues, including co-funding, financial reporting, key variances, and recommend and support remedial actions, reporting major issues to the Head of Support Services.

  • Collect cash forecasts from Programme Managers and request funds in a timely manner.

  • Maintain a continuous overview of funding levels, with particular attention to shared support costs including staff salaries and other shared cost lines.

  • Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ.

  • Support the Country Director and Senior Management Team in liaising with government officials and external auditors on audit and compliance matters.

  • Contribute to proposal development with regards to budgeting in cooperation with Managers.

  • Ensure a Master Budget is in place and up to date in Dynamics and lead monthly gap analysis meetings with the Senior Management Team.

  • Coordinate the allocation table and resource scheduling with different budget holders.

  • Forecast future financial performance and analyse financial data to guide decision-making.

  • Supervise financial reporting, procedures, donor reporting, audits, cash flow and liquidity management, legal framework compliance, and reporting relations to national authorities.

  • Ensure DRC Dynamics is used to its full capacity in line with Headquarters and Regional Office guidelines.

  • Ensure proper application of ERP finance processes across the country and provide field support and guidance.

  • Ensure all new finance staff receive in-depth induction to Microsoft Dynamics relevant to their role.

  • Apply ERP reports and data analytics to improve country performance.

  • Ensure ERP country support structures (super users) are in place.

  • Improve and implement comprehensive internal office controls in line with DRC’s Operations Handbook.

  • Develop processes for approving and monitoring spending across projects through Area Managers.

  • Coordinate financial management and systems training for non-finance staff.

  • Travel to field locations as necessary and provide oversight of field office financial systems and processes.

  • Support the finance team on compliance issues including DRC’s Operations Handbook and ChSA audits.

  • Review key processes and work with the Head of Support Services to suggest improvements for scale and efficiency while managing risk.

  • Lead monthly reviews of project expenses comparing actuals to budgets and analyse variances.

  • Participate in ongoing analysis, forecasting, and review of project expenses, accruals, and projections.

  • Prepare and submit ad hoc financial reports for senior management, including annual Prognosis reports.

  • Review and approve financial close-out of program activities in line with grant rules.

  • Develop and implement a country risk management plan through regular review of the Risk Register and Issues Log.

  • Review all financial data entries in the Dynamics ERP system.

  • Ensure payment requests and wire transfers comply with contract requirements and are paid on time.

  • Ensure timely management and processing of payroll, invoices, and field payments in accordance with policies.

  • Ensure bank statements, reconciliations, and expense reports are reasonable, allocable, auditable, and posted in Dynamics.

  • Review monthly bank reconciliations and prepare monthly close-outs as per HQ guidelines.

  • Prepare for and participate in all required financial reviews and audits.

  • Ensure timely month-end and year-end account reconciliation and closure.

  • Be accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.

  • Be accountable for major decisions, unit purpose, functions, and expenditure of significant resources.

  • Be accountable for people management of direct reports, including hiring, performance management, and staff development.

  • Make sound decisions in line with DRC policies, MOPs, standards, and technical advice.
